Who You Are Prepares plans and applies specifications for projects involving construction of new facilities, modification or renovation of existing facilities, installation of equipment and lightning detection systems. Projects require familiarity with other engineering fields. Prepares preliminary planning, reconnoitering, site selection including ground suitability, surveying, investigation, layout design, cost estimates, applying specifications, and inspection. Accumulates technical engineering data and reviews specifications to determine application to particular job, and whether contractor meets specifications for projects. Plans and specifications are completed in the form of drawings, and descriptive specifications and submitted through local supervisory levels to higher echelons for review, acceptance, rejection, or revision. Makes site study of operation, machine, and/or facility to obtain firsthand information of local conditions and limitations that would affect design. Prepares scope of work to include cost estimates, stress and structural analysis, design and drawings, etc. Selects the most economical method of repair or replacement through application of engineering standards. With information in mind conceives ideas of design that are practical, economical and efficient to accomplish objectives. Prepares independent Government cost estimates of work to be performed. Reviews contractor's proposals and drawings to verify completeness of scope, method of execution, identification of tasks and unit prices. Based on professional engineering knowledge, skills and abilities, evaluates drawings, projected performance time and unit price on non-prepriced items. Determines acceptability of scheduling work methods and substitute material. Maintains close liaison with using organization, contractors and subcontractors to ensure changes or modifications meet requirements. Other duties as assigned within the scope of facilities civil engineering services and/or Facilities Manager. This role will be located in Chantilly, VA, and will be expected to travel between our facilities in Chantilly and Springfield, VA. T his position is expected to be onsite 100%. This is a contingent position based upon contract award. What You'll Do As a Facilities Engineer, you will: Prepare Project Plans and Specifications: Develop detailed plans and apply specifications for construction of new facilities, modification or renovation of existing facilities, and installation of equipment and lightning detection systems.
Conduct Preliminary Planning and Site Selection: Engage in preliminary planning, reconnoitering, site selection including assessing ground suitability, and surveying to determine the best locations and approaches for projects.
Design Layouts and Cost Estimates: Create layout designs and provide accurate cost estimates for projects, ensuring all aspects of the design and budget align with project goals.
Inspect and Apply Specifications: Perform inspections and apply specifications rigorously to ensure all construction activities meet the required standards.
Review Contractor Compliance: Accumulate technical engineering data and review specifications to ensure contractor compliance and suitability for the project.
Prepare Submission Documents: Complete plans and specifications in the form of drawings and descriptive specifications, and submit them through local supervisory levels to higher echelons for review and approval.
Conduct Site Studies: Make detailed site studies of operations, machines, and/or facilities to gather firsthand information on local conditions that could affect designs.
Prepare Scope of Work: Outline a comprehensive scope of work that includes cost estimates, stress and structural analysis, and detailed design and drawings.
Evaluate Repair or Replacement Methods: Select the most economical method of repair or replacement, applying engineering standards to decide the best approach.
Develop Design Ideas: Generate practical, economical, and efficient design ideas that meet project objectives and constraints.
Estimate Government Costs: Prepare independent government cost estimates for the work to be performed, ensuring accuracy and comprehensiveness.
Review Contractor Proposals: Critically evaluate contractor proposals and drawings to assess completeness, scope, execution methods, and pricing.
Evaluate Project Elements: Use professional engineering knowledge to evaluate drawings, projected performance times, and pricing on non-prepriced items, determining scheduling work methods and substitute materials.
Maintain Liaison with Stakeholders: Keep a close liaison with using organization, contractors, and subcontractors to ensure that any changes or modifications meet the project requirements.
Perform Additional Duties: Fulfill other duties as assigned within the scope of facilities civil engineering services and/or Facilities Manager responsibilities.
Other duties as required Qualifications: Professional Experience: At least 8-10 years of relevant experience in facilities engineering, which includes involvement in the design, construction, and maintenance of facilities.
Professional Engineer (PE): Licensure as a Professional Engineer (PE) is highly desirable and may be required for some roles.
Project Management Experience: Proven track record of successfully managing large-scale construction or renovation projects, including overseeing budgeting, planning, execution, and close-out of projects.
Specific Systems Experience: Experience with specialized systems such as HVAC, electrical, plumbing, and especially lightning detection systems, depending on the project requirements.
Technical Skills: Strong technical skills in reading and interpreting complex engineering drawings and specifications.
Analytical Skills: Ability to perform detailed analyses that include cost estimation, risk assessment, and feasibility studies.
Communication Skills: Excellent communication skills, both written and verbal, necessary for interacting with stakeholders, contractors, and regulatory bodies.
Leadership Skills: Demonstrated ability to lead project teams, including engineers, contractors, and support staff, ensuring effective collaboration and project success. Clearance: Must possess an active U.S Government Top Secret security clearance with SCI eligibility required. Willingness to take a polygraph and upgrade clearance as required.
