Job description

The Data Architect will identify new and assess external requirements for data engineering and analytic support and determine an appropriate course of action to support said requirements for Customer consideration. This includes the work required to identify the data needed, document the methodology used to perform analysis, document results, and make determinations on classifications and handling restrictions of resulting product(s). They will sustain and develop data catalogue and reporting processes and systems to enable the tracking of pedigree and lineage metadata for records and datasets to adhere to data owner, legal, and policy requirements. The Data Architect will work with Data Engineers to develop and evolve sophisticated data models to facilitate the exploitation of structured, semi-structured, and unstructured data. They will identify and evaluate a wide range of bulk data, data exploitation methods, data models, and algorithms used to design novel solutions for complex mission-driven problems of high importance. The Data Architect will sustain, evolve, and perform data acquisition tasks to include identifying and assessing the value of data and collection options, obtaining and coordinating data transfer, develop formal agreements with mission partners, and support policy coordination within the Customer, IC, and foreign partners. They will support and evolve processes and mechanisms used to coordinate with internal and external partners to support the following: data feeds setup, data source cataloguing, pedigree and lineage assessment, and associated collection management activities. The Data Architect will facilitate and perform collaboration with partners (to include other Customer, DST, DDI, IC, and Field elements) to guide prioritization decisions for collection for processing. They will Support and evolve the processes, mechanism, and criteria to assess the data for selection and processing prioritization. Support and evolve processes and mechanisms to perform end-to-end workflow tracking from Collections Management to Operations & Analysis. Support and evolve processes and mechanisms to perform alerting and notifications derived from Data Management, Targeting, and Data Exploitation capabilities. Support and evolve the processes and mechanisms to assess data quality, to include ensuring data quality does not pose a negative impact on other activities. Support and evolve the processes and mechanisms used to manage data holdings (e.g., what data we have, where it resides, has it been processed, where it is in the processing workflow, etc.) in compliance with Customer's authorities to collect and use individual datasets. Support and perform the coordination of dependent activities across internal and external partners. Examples include data transport services (e.g., NSA, Global Infrastructure Office (GIO), Center for Cyber Intelligence (DDI/CCI), NRO, etc.), and data catalog services (e.g., Quantum Leap Intelligence Exchange (DDI/QLIX . The Data Architect will design processes and systems to manage the acquisition, ingestion, and modeling of data. 1. (Mandatory) Demonstrated experience developing and maintaining data catalogue and reporting processes and systems to enable the pedigree and lineage for records and datasets to adhere to data owner, legal and policy requirements. 2. (Mandatory) Demonstrated experience working in teams to develop and evolve sophisticated data models to facilitate exploitation of structured, semi-structured, and unstructured data. 3. (Mandatory) Demonstrated experience in identification and effective evaluation of a wide range of bulk data, data exploitation methods, data models, and algorithms used to design novel solutions for complex mission-driven problems of high importance. 4. (Mandatory) Demonstrated hands-on experience working with COTS, GOTS and Open-Source capabilities for the processing and exploitation of disparate high-volume, high-velocity data streams to meet analytical requirements. 5. (Mandatory) Demonstrated experience adding customization to COTS and GOTS capabilities. 6. (Desired) Demonstrated experience using Enterprise Control Language (ECL) and the Lexis-Nexis High Performance Cluster Computing (HPCC) platform. 7. (Desired) Demonstrated experience performing All-Source data analysis to perform analytic support to the Customer. 8. (Desired) Demonstrated experience developing custom algorithms to support analytic requirements against massive data stores supporting the Customer. 9. (Desired) Demonstrated experience directly supporting the Customer performing technical analysis support using massive data processing systems. 10. (Desired) Demonstrated experience writing cables. 11. (Desired) Demonstrated experience planning and coordinating program activities such as installation and upgrading of hardware and software, utilization of cloud services, programming, or systems design development, modification of IT networks, or implementation of Internet and intranet sites. 12. (Desired) Demonstrated experience deploying web applications to a cloud managed environment to include DevOps and security configuration management. 13. (Desired) Demonstrated experience developing, implementing, and maintaining cloud infrastructure services such as EC2, ELB, RDS, S3, and VPC. 14. (Desired) Demonstrated experience planning, coordinating, and executing the required activities to support documentation to meet the Customer's data compliance requirements (e.g., legal, data policy) 15. (Desired) Degree(s) Undergraduate degree in mathematics, computer science, engineering, or similar scientific or technical discipline. Graduate degree in computer science, information systems, engineering, or another scientific or technical discipline. Degree or equivalent in CS, MIS, Economics, Physics, Genetics, or Engineering related field, especially Supercomputing-related.
