Job Description
Release Train Management (RTM) Team Duties The purpose of the RTM team is to provide Agile Release Train Management ensuring the following: The Contractor, at a minimum, shall assist and track release trains for IPA projects. The Contractor shall coordinate integration of requirements with dependent services from NGA and Non-NGA segments from outside of IPA, such as GEOAXIS, Open Data Store (ODS) and new Sensor program requirements. This effort includes requirements integration into operational and developmental workflows. The contractor shall identify duplicative capabilities and efforts in IPA segments and recommend efficiencies. Each individual RTM team shall be responsible for facilitating programmatic and defined requirements execution, removing impediments to flow, and risk and dependency management. Each RTM team shall perform a distinct group of services and capabilities under the management of the AMT and update cadences. The release manager aligns and captures project work that shares a business and technology mission. The RM provides discrete assessable information relative to a project value stream. The value stream is characterized by actions supporting solutions that deliver benefit to the end-user. The RM works at the Release Train level and orchestrates and coordinates all Agile Release Duties as follows. Supports IPA to ensure all facets to realize the value stream is accomplished for a particular Release Train, including software, hardware, firmware and others needed to define, implement, test, integrate, deploy, release and operate solutions. The Contractors shall provide services to support and represent the Government Program, Project, and Segment Requirements Team at governance boards meetings for approval of new user needs and requirements as requested.
Works with Contractor/Industry Partner software vendors, feature support engineers and product owners to synchronize efforts and ensure the capture of all vendor work into the appropriate JIRA and Confluence records.
Maintains multiple release train and cadence schedules under an over-arching IPA Solution Train across multiple segments where necessary to ensure dependencies are satisfied and with other offices who are either stakeholders in development activities and/or have development activities that are dependent on functionality for their own capability build-outs.
Integrates and synchronizes software requirements for Release Trains and coordinate with related Release Trains from other Projects and offices within and exterior to NGA to ensure all stakeholders are aware of development efforts and that delivered capability satisfies dependencies and cross-program functionality where required. Sets the cadence and pace for work accomplishment throughout the Program Increment.
Coordinates with Mission Owners, Product Owners, Engineers, developers to integrate all on a common set of Program Epics and Features along with the timeline of accomplishment.
Implements and updates the Agile approval framework for Epics and Features.
Coordinates with other Release Train Engineers at various levels to ensure an integrated Solution Train to achieve a common objective.
Maintains insight and understanding of work accomplishment, identifying any existing or potential roadblocks and proposing solutions for a way forward.
Required Bachelor's degree plus 8 years of experience, or Masters plus 4 years of experience in Government Program and Information Technology Management or a related field.
Experience driving continuous development and integration
Experience in managing agile design and development efforts
Experience leading teams for modifying complex applications programs from specifications and Discrepancy Reports. Experience managing risks and escalating impediments
Experience in NSG Tasking, Processing, Exploitation, and Dissemination (TPED) mission and the systems that enable that mission
In addition, must have/do: Agile background and experience. Experience with JIRA and Confluence.

Support in high tempo working environment.
Need leadership and management skills.
Need to be adaptable and flexible. Adaptability skills are important here.
Able to work out of Springfield (NGA) and Chantilly but primarily in the Springfield area to support customer. Desired:
NGA or NRO experience is a nice to have
Knowledge of NGA systems, capabilities, and organization is a plus. Experience with JIRA Align is a plus. Location: The position is mainly in Springfield however meetings can be in Chantilly Virginia.
Clearance: TS/SCI is required
