PRINCIPAL CONTRACT SPECIALIST - 363 INCATech is searching for a Principal Contract Specialist to support the NGA in developing and implementing procurement policy and ensuring effective and responsible contracting. Work Location: ONSITE at the NGA facility in Springfield, VA RESPONSIBILITIES:
Develop and implement NGA acquisition policies utilizing Department of Defense (DoD) contracting authority. Support effective and responsible contracting by providing cradle to grave contracting support to NGA stakeholders and the necessary administrative support services, including management information. Serve as acquisition business advisors to OCS senior leadership, contracting officers/specialists, program managers and other stakeholders. Craft efficient, effective acquisition strategies in partnership with NGA offices. Train/mentor/coach in Contracting and Acquisition policy. REQUIREMENTS:
Qualifications
Related Experience: 10+ years of experience as a Contract Specialist or Contract Officer (4 years specifically in the policy area) Proven experience and expertise in all facets of the acquisition process including but not limited to sole source, competitive procurements, acquisition planning, agile acquisition policies and procedures, cost/price analysis, and contract management/administration Proven ability to assist with strategic-level issues, agile acquisition policies and procedures, acquisition planning, formulating negotiation strategies, analyzing cost and price data, developing negotiation objectives, and negotiating various contract types Significant experience in the following: major system acquisition, service contracting, research and development, federal supply schedules, OTAs, Grants Top Secret Clearance with SCI eligibility REQUIRED Expert knowledge of Federal Acquisition Regulation (FAR) and DoD Federal Acquisition Regulation Supplement (DFARS). Proficiency in using contract writing & administration tools, to perform Funding MODs, Admin MODs and Change Orders. DAWIA II and/or FAC-C II certification. FAR Part 15 experience. Strong business acumen and excellent communication skills (oral and written) Superior customer service, critical thinking, and communications skills. Excellent verbal and written communication skills are essential. The Principal Contract Specialist must be a self-starter, high energy, and able to lead a complex long-term initiative. Experience in Microsoft Office Suite (Word, Excel, PowerPoint, etc.) Bachelor's degree in Accounting/Finance/Business or related field. Preferred: Contract experience throughout the Intelligence Community (IC). Proficiency in using PRISM. Substantial experience using network share drives for data management. DAWIA III and/or FAC-C III certification. Master's degree in Accounting/Finance/Business or related field.
