Job description

Under the supervision of the Project Manager, the Program Analyst - IV (PA-IV oversees the operational planning, establishment, execution, and evaluation of a multifaceted Internation Programs (IP) Foreign Military Sales (FMS) Division. The PA-IV will support a multi-disciplined team that executes critical aspects of program acquisition support and general operations for both active and closure candidate FMS cases. The PA-IV will coordinate and execute acquisition skills and initiatives to ensure Marine Corps Systems Command (MCSC) and The IP FMS customer meet critical acquisition milestones and FMS case management of designated programs. The IP portfolio includes international agreements for the sale and transfer of defense articles and services to over 45 different foreign countries. Responsibilities Essential Duties & Job Functions:
The Program Analyst - IV (PA-IV) will provide non-personal services support to FMS case managers and assist with the monitoring of all aspects of FMS case execution.
Develop and maintain FMS program briefings, correspondence, action item (AI) trackers, and supporting project materials such as foreign disclosure (FD) processes and request letters. This includes assisting with FMS case file management activities.
Track FMS case line-item milestones from implementation, execution, and line/case closure.
Develop and provide staff read-ahead binders, identification of potential issues, and briefings.
Assess project risk elements and provide recommendations for mitigation of concerns affecting those projects.
Identify, plan, and coordinate the transportation of weapon systems, platforms, and secondary items procured or requisitioned under the FMS program.
Provide opinions and identify the applicable references related to export controls and matters of compliance on applicable commodities.
Assist, conduct research, and provide recommendations on all aspects of FMS case development, execution, and closure in accordance with DoD policies and regulations.

This may include process changes and/or the development of automated tools to increase effectiveness and data accuracy. Initiatives include improvements to legacy IT systems, Management Information System for International Logistics (MISIL) and Defense Security Assistance Management System (DSAMS).
Coordinate, prepare for, and participate in program reviews and meetings. Develop meeting agendas, assist with briefing charts, provide audio- visual setup, and administration. Provide meeting support, record and publish minutes and action items.
Provide input and analysis of requirements for inclusion in LORs, pricing and availability requests (P&As) and Letters of Offer and Acceptance (LOAs). Develop and monitor case-specific Plans of Action and Milestones (POA&M).
Provide analysis and input, as well as assist in the development and coordination of acquisition related products and documentation required to meet the terms of the FMS case agreements. Acquisition related products include: acquisition strategy plans; work requirements statements (i.e. Statement of Work (SOW), Statement of Objectives (SOO), and PWS) and system specifications; documentation supporting sole source requests (i.e. Justification and Approvals (J&A ; Independent Government Cost Estimates (IGCEs); Contract Line Item Number (CLIN) descriptions and contract administrative requirements; Contract Data Requirements Lists (CDRLs, DD Form 1423) and commercial item descriptions; Quality Assurance Surveillance Plans (QASP); and Management Oversight Process for the Acquisition of Services (MOPAS).
Provide proposal analysis support and provide draft recommendations on findings and content.

Conduct pre-LOR analysis of alternatives and provide recommendations of COAs and acquisition strategies.
Program analysis- analyze events, activities, and schedule data in order to provide evaluations on timely execution of hardware deliveries, program milestones, and execution objectives of FMS cases.
Develop, using Government provided data Life Cycle Cost Estimates (LCCE) and Business Case Analyses.
Materiel Inspections- coordinate and facilitate visual inspection support of products to ensure compliance with standards of acceptance.
Equipment Transportation- identify and coordinate transportation requirements for FMS materiel and/or government furnished equipment (GFE) in support of FMS programs. Develop, manage, and maintain material shipment tracking databases for all program shipments using Government logistics databases.
Technical research- conduct in-depth technical research on specific products, systems, and solutions. The contractor shall Review Technical Bulletins, test reports, engineering change proposals (ECPs), CDRL submissions, and technical data products to provide assessments and recommendations to project staff and facilitate processing of country-specific technical inquiries.
Test Support- develop and analyze test plans and procedures, provide test support on-site, and conduct detailed analysis of test events to determine COAs and impacts.
Participate in the development and administration of project goals, objectives, and procedures.
Plan, organize, direct and evaluate the work of contractors. Inspect projects and evaluate the adequacy of work performed.
Establish and maintain effective working relationships with the Safety and Quality Control departments. Job Requirements Mandatory
Business/Management/Engineering Bachelor's degree or trade license in a professional trade.
Seven (7) years of experience in Foreign Military Sales and project management.
Proven experience managing contracts with similar scope of work and duties.
Basic working knowledge of the FAR.
Experience operating office equipment and Microsoft Office Suite including Word, Excel, PowerPoint and Access.
US. Citizenship.
Ability to obtain and maintain a secret security clearance.
