Job description

Overview: The Personnel Recovery Instructor will serve as an instructor and Foreign Affairs Security Training Center (FASTC) subject matter expert on personnel recovery tactics, techniques and procedures, with responsibility for planning, organizing, and presenting and/or managing the presentation of one or more of these courses and for evaluating training effectiveness to ensure that objectives are met. Primary Responsibilities: Assist in the planning, organization, and instruction of personnel recovery tactics, techniques, and procedures
Facilitate Operations-based Exercises in support of international security programs
Facilitate Discussion-based Exercises to update and build plans and policies in support of international operations;
Review established training objectives, lesson plans, training materials, and instructional methods prior to the beginning of assigned courses
Plan, prepare, and organize course material for presentation to students in classroom instruction, practical exercises, as well as in field training exercises
Coordinate the administrative functions associated with student records, instructor management, and course execution
Evaluate training course organization and implementation in order to ensure objectives and standards are met
Continually assess and ensure exams and exercises are effective in enabling students to meet or exceed course standards and objectives
Review and analyze trainee evaluations, feedback from other instructors, and personal observations; suggest the need for revision to course content and materials or instructional methods as necessary to improve the training curriculum effectiveness and quality
Participate in curriculum revision and development
Continually assess and ensure curriculum currency and relevance based on current operational environments and threat assessments
Assist instructors in other security related subjects
Research and review current open source information related to Diplomatic Security
Present personnel recovery briefings to a wide range or audiences
Keep abreast of current techniques, methods, policies, and procedures for personnel recovery events
Assist with the development and maintenance of policies and procedures for DS personnel recovery
Serve as a subject matter expert for all personnel recovery tactics, techniques, and procedures as well as reporting criteria and standard operating procedures, (SOPs)
Conduct operations risk management
Provide assistance in conducting practical exercises
Ensure training records are submitted in a timely manner
Assist with Personnel Recovery Teams equipment inventory and maintenance
Ensure optimum efficiency in the use of assigned resources
Maintain requisite levels of proficiency in all duty-related techniques and procedures
Employee requires infrequent supervision and is expected to work independently according to established policies and accepted practice.
Supervisory Responsibilities: None Education and/or Experience: Must have a high school diploma; Associate's degree preferred
Completion of a recognized instructor development training course preferred
Minimum five (5) years' experience in managing and facilitating interagency Discussion and Operations Based Exercises
Minimum five (5) years instructor experience
Two (2) years as a level II instructor preferred
Two (2) years of supervisory experience preferred
Minimum of five (5) years of relevant hard skills tactics experience
Knowledge, Skills, and Abilities: Advanced knowledge of security concepts, principles, and practices to provide basic and advanced training in the application of personnel recovery methods
Advanced knowledge of security programs, operations, and techniques, including terrorism and anti- terrorism operations, use of force, civil liability, and appropriate techniques, tactics, and procedures
Advanced knowledge of current protective security methods to provide instruction that is consistent with currently accepted methods and practices
Familiarity with the functions, responsibilities, and duties of Foreign Service personnel preferred
Intermediate knowledge of adult learning principles, course development, classroom and practical instructional presentation methods, and methods for evaluating training effectiveness
Ability to immediately analyze, predict, and preclude situations to ensure training is conducted in a safe manner
Ability to establish and maintain liaison with personnel at all levels in order to plan and coordinate assigned responsibilities
Skill in oral and written communications to present training to a variety of audiences
Ability to complete work requiring regular and recurring physical and mental exertion, long periods of standing, and irregular hours
Ability to work in unpleasant or adverse environmental conditions, such as extreme hot and cold
Ability to work effectively in an environment that consists of numerous personnel, use of non- lethal projectiles (firearms), air assets (helicopters), pyrotechnics, and fast moving vehicles
Certificates, Licenses, Registrations: Driver's License Security Clearance: Must be a U.S. citizen
Possess or be able to obtain/maintain a TOP SECRET clearance
Sensitive Compartmented Information (SCI) access may be required
Physical Demands: Ability to lift and carry heavy equipment and materials while demonstrating physically challenging practical exercises. Travel: Periodic local travel (Washington, DC area) and occasionally, travel to other areas within and outside the United States may be required. Work Environment: Office environment
