Overview: The Instructional Systems Designer IV - (TMS) has the responsibilities of Training Management System (TMS) Manager, and those of a senior Instructional System Designer. Incumbent works closely with TDA personnel, FASTC branch and divisions chiefs, and program offices to assure that all functional areas are supported by the TMS. Incumbent works with others on the TMS Management team in overseeing IT system security to meet both DOS requirements and those of the Federal Risk and Authorization Management Program. The incumbent will assure that courses, students and staff personnel are scheduled efficiently and effectively; and assure that FASTC training resources are managed with the same efficiency and effectiveness. This position is a member of the TMS Team. This team collaborates to assure the TMS meets FASTC's needs, operates efficiently and adapts toward ongoing improvements. Assists with technical functions and remains in contact with all TMS users. All ISD design and development work will be done in accordance with an Instructional Systems Design model (SAM or ADDIE), Standard Operating Procedures (SOP) and Federal Law Enforcement Training Accreditation (FLETA) standards for the DS/T/Office of the Foreign Affairs Security Training Center (FASTC). Incumbent works closely with program offices, subject matter experts, multimedia specialists, programmers and instructional designers to design and develop student materials and instructional content that ensure FLETA standards are met. Incumbent will manage large (100+ hour) projects with little guidance and/or oversee the collaborative work of other designers on project teams. Incumbent will use the DS Training Management System to build Course Templates and specify all training resources required for each activity within a course. Primary Responsibilities: Major Duties - Training Management System (TMS) Manager: Collaborates in integrating Training Management System (TMS) procedures throughout FASTC
Works within the TMS Management Team to assure system security functions, access controls and permissions
Coordinates with the FASTC Registrar for course listings and registration procedures
Assist all appropriate FASTC organizations in using the TMS to its fullest in scheduling students and staff and as well as FASTC physical resources
Coordinate Instructor-Led course builds with ISM designers- course/class templates, resource requirements, and scheduling
Coordinate with facilities managers for long term and rapid facility changes
Provide ongoing support for FLETA documentation
Prepare reports for utilization and projected usage
Support T and FASTC managers and staff for displays and ready availability of meaningful data
Major Duties - Senior Instructional Systems Designer (ISD): Applies the ADDIE or SAM model to training development and selects the optimal design and delivery mode for each training project
Manages training project teams that may include more than 1 ISD and personnel from other
ISM disciplines as well as SMEs
Sets appropriate milestones for training projects
Attend meetings, communicates, and participates with internal and external personnel and contract staff in planning, developing and validating a wide range of programs
Provide input for preparation of routine and special reports
Stay abreast of latest in changes in the state-of-the-art, theory, technologies and training practices to devise new approaches, procedures, plans to improve FASTC training
Review, evaluate and critique findings of training results from evaluations, external audits and researches problems and issues and facilitates resolution by working with other appropriate Departmental and Agency staff members and Committees as requested
Provide weekly updates of course activities to the ISM Unit Chief
Evaluate and adapt commercial-off-the-shelf (COTS) and existing government-based training materials or courses (GOTS)
Integrate technology-based and scenario-based training products wherever possible
Provide technical assistance for integrating technology-based and scenario-based modules to the fullest extent possible
Collaborates with e-government and learning management system (LMS) providers
Assures that training development and internal procedures apply FLETA standards
Occasional local travel (Washington DC area and mid-VA) may be required
Supervisory Responsibilities: None Education and/or Experience: Bachelor's degree with a concentration in adult learning, education, instructional design, instructional technology, or curriculum development;
Masters degree preferred, or seven (7) years' equivalent experience in curriculum design or development
At least five years of experience managing training development efforts and three years of experience in developing distributed learning
Concentration in educational technology, adult learning, education, or curriculum development and related experience preferred
Knowledge, Skills, and Abilities: Specialized knowledge or professional experience in several of the following: instructional systems design, education and adult learning principles, cooperative learning, programming and authoring tools, graphic arts and media design and educational product evaluation
Demonstrated experience working with the Instructional Systems Design models
Demonstrated experience with computer-based instruction design concepts and practices - including demonstration of use of Adobe Captivate, Trivantis Lectora and/or Articulate Storyline - or similar tool;
Demonstrated experience with distributed learning and multimedia insertion
Knowledge of SCORM and 508 compliance
Formal management training is preferred
At least one year of supporting US government training efforts experience required
Demonstrated strong IT skills
Must have taken IA 210 or similar System Security Administration training
Must have excellent people and organizational skills
Excellent writing, proofreading and design skills to develop training course materials
Must possess excellent written and spoken command of the English language
Must be proficient in the use of Microsoft applications (MS Word, PowerPoint and Excel)
Certificates, Licenses, Registrations: Driver's License Security Clearance: Must be a U.S. citizen
Possess or be able to obtain/maintain a SECRET clearance (A TOP SECRET clearance may be required)
Physical Demands: The physical demands that will be required inside the work place and for the position. Must lift, will sit, answer the phone, type on a keyboard, move files, etc. Travel: Occasional local travel (Washington DC area and mid-VA) may be required Work Environment: Office environment
