Job Type Full-time Description Primary Location: Rosslyn, VA Clearance: Top Secret w/SCI Eligibility Ability to work remotely: No Obsidian Solutions Group (OSG) is seeking a Technical Surveillance Countermeasures (TSCM) Inspector. The Bureau of Diplomatic Security (DS) is the security and law enforcement arm of the U.S. Department of State (the Department). DS is a world leader in international investigations, threat analysis, cyber security, counterterrorism, security technology, and protection of people, property, and information. Its primary mission is to provide a safe and secure environment for the conduct of U.S. foreign policy. The Office of Security Technology (ST) supports the DS mission through the application and use of appropriate technical security countermeasures. The Countermeasures Program (CMP) and Security Technology Operations (STO) divisions are operational components within ST. CMP is primarily responsible for worldwide technical countermeasures policy for the Department. Countermeasures policies enforce the protection of sensitive and classified information. CMP also manages the overseas technical surveillance countermeasures (TSCM) program. Specific Responsibilities Employs technical surveillance countermeasures tradecraft to ensure clandestine devices have not been introduced into the secure areas of a facility using a suite of highly sophisticated and classified equipment.
Assists with the determination of scope for each TSCM mission in conjunction with current threat information or other special intelligence information.
Responsible for assisting with equipment logistics and verifying operational status.
Blends field experience with physical science knowledge to recommend new detection equipment to enhance the inspection processes.
Carries out security-related matters in accordance with Intelligence Community Directive 702, Security Policy Board Procedural Guides 1, 2, 3 and other Department of State policies.
Uses independent judgment when initiating and supporting investigatory activities with law enforcement, counterintelligence, and national security implications.
Makes recommendations to client senior leadership to improve effectiveness of TSCM inspections program and assists with the establishment and monitoring of program milestones.
Prepares written reports for senior client leadership and interagency partners detailing findings and recommendations from TSCM inspections.
Remains proficient in all areas of TSCM inspection and assists with technical, physical, construction and transit security issues as required
Requirements Undergraduate degree from a regionally accredited college is desired.
A minimum of three (3) years of experience conducting technical surveillance countermeasures.
Required to be certified by the Interagency Training Center to conduct TSCM inspections, be conversant with national security policies, Department of State physical, technical and construction security standards, and Director of Central Intelligence (DCI) procedures for conducting TSCM inspections. Interagency Training Center Certification required.
Superior interpersonal skills required.
Specific knowledge of technical surveillance countermeasures (TSCM) mission collection methods.
Knowledge and understanding of intelligence community standards and directives to include the Director of Central Intelligence Directive (DCID) 6/9.
Substantive knowledge and understanding of regulations governing the use of classified materials.
Ability to interact with groups or individuals outside own organization and/or agency.
Working knowledge of radio frequency (RF) countermeasures systems is required.
Must be proficient with Microsoft Suite of products including, Word, Excel, Access and E-mail business software.
Must possess self-motivation and a high level of discretion to work effectively under a minimum level of supervision.
Must demonstrate a good attitude and ability to work as a member of a team.
Must be able to multi-task efficiently, work in a fast-paced environment on multiple projects and have a strong attention for detail.
Physical Requirements and Work Environment CONUS: normal office environment.
OCONUS: travel may include critical threat locations around the world with austere living conditions.
Travel
May be required to travel OCONUS to conduct installation, training, or maintenance at diplomatic facilities. Accordingly, a valid passport is required.
Domestic travel may be required for training and program coordination.
May be required to travel between 40% - 50% of the time.
