OUSD(R&E) is tasked with both protecting the fruits of U.S. fundamental research and innovative businesses while facilitating the technologies and defense industrial base of the future. WANTED: A Senior Export Control Analyst to support OUSD(R&E). This position requires someone eligible for a Top-Secret clearance and SCI eligibility. This position is flexibly conducted at the Pentagon, at the Mark Center in Alexandria, VA, and via telework. As a Senior Export Control Analyst, you will: Join the team of 8 multi-disciplinary technical, legal, and security professionals who are mission driven to advance the economic security priorities of OUSD(R&E).
Shape the policy and enforcement landscape of U.S. economic security in the OUSD(R&E) Critical Technology Areas, specializing in technical areas that are consistent with your background.
Manage CFIUS filings and export license applications for OUSD(R&E), analyzing national security vulnerabilities and consequences in partnership with OUSD(R&E) technical experts and representing OUSD(R&E) interests within the DOD and U.S. interagency.
Conduct independent analyses on emerging technologies and industries as they relate to issues like foreign investment, technology theft, and the defense industrial base.
Build relationships across the DOD research and development enterprise to ensure that the right experts are plugged into the right technology policy processes.
Be entrepreneurial in identifying and addressing policy gaps, process inefficiencies, analytical tools, and bureaucratic roadblocks, so U.S. technology policy strikes the right balance between technology protection and promotion.

A week in the life of a Senior Export Control Analyst: Support the protection of U.S. critical and emerging technologies by evaluating mergers, acquisitions, exports, and foreign investment in U.S. companies.
Represent OUSD(R&E) in activities related to CFIUS policy, procedures, tools, and support services; serve as primary liaison with OUSD(A&S)/Industrial Policy, DTSA, and other DoD stakeholders.
Liaise with and support OUSD(R&E) Principal Director critical technology offices and programs.
Participate in site visits to U.S. industries and attend technology conferences (2-5/yr).
Leverage a wide range of open-source and classified data systems.
Teach and train your colleagues, advancing the expertise and awareness of your collaborative team.
Trace the transfer of controlled technologies while protecting U.S. national security, foreign policy, and economic interests.
Support review of export control licenses requests, new export administration regulation (EAR) or changes to current EAR, new International Traffic in Arms Regulations (ITAR) or changes to current ITAR and support the development and implementation of unilateral and multilateral agreements.
Skeptically review documents related to export license requests, researching the relevant countries, technology, and capabilities.
When the Scott-Hart-Rodino threshold is met, review a proposed merger and acquisition to ensure that a transaction is not going to substantially harm competition in the defense industrial base.
Job Requirements
Masters degree in STEM or J.D. (STEM Ph.D. preferred)
8 years of relevant technical, policy, legal, or military experience (Including post-graduate research experience)
Eligible for a Top-Secret Clearance with SCI eligibility
Knowledge of emerging technology, industrial policy, and international affairs
Excellent written and verbal communication and customer service skills, especially with technical experts
Proficiency in MS Word, Powerpoint, and Excel (Advanced analytical and data management skills are a plus)

Actual compensation will be determined based on several factors permitted by law.
