Job description

At phia we hire talented and passionate people who are focused on collaborative, meaningful work, providing technical and operational subject matter expertise and support services to our partners and clients. phia is seeking a Senior Program Facilitator with expertise in critical infrastructure security and resilience, public-private partnerships, information sharing, requirement elicitation, capability-based planning, and emerging technologies. This role involves designing, organizing, and leading roundtables and workshops on cybersecurity and infrastructure security topics and significant engagement with private-sector and federal stakeholders . Although this position is contingent upon contract award, we are actively engaging with exceptional candidates. This hybrid position is based in Arlington, VA, with preference given to candidates in the DC, Maryland, or Virginia metro area (DMV). What You'll Do Design, organize, and facilitate roundtables and workshops focused on cybersecurity and infrastructure security issues involving public and private sector stakeholders.
Define objectives, set parameters, and guide discussions to align with program goals.
Develop guiding questions based on study topics and member input to foster innovative thinking and new opportunities.
Facilitate risk management strategies for the protection of critical infrastructure (CI) across sectors such as Chemical, Commercial Facilities, Critical Manufacturing, Dams, Emergency Services, Information Technology, Nuclear Reactors, and Materials & Waste.
Plan and coordinate sector-specific activities, training sessions, and outreach initiatives.
Foster collaboration between Sector Coordinating Councils (SCCs) and Government Coordinating Councils (GCCs).
Coordinate with federal, state, local, tribal, and territorial agencies.
Track and report metrics to assess the effectiveness of Sector Risk Management Agency (SRMA) Governance initiatives.
Ensure compliance with federal regulations and policies.
Cultivate and maintain relationships with private-sector and federal stakeholders. Education + Requirements Bachelor's degree required.
5+ years of experience in facilitation working with stakeholders related to cybersecurity / infrastructure security in private/public sectors.
Demonstrated ability in strategic planning and communication within high-stakes environments.
Proficiency in conflict resolution and constructive handling of confrontations and disagreements.
Excellent oral and written communication skills.
Proficiency in Microsoft Word, Excel, PowerPoint, and other related IT tools.
Technical expertise in National Critical Infrastructure Protection policy and strategy.
Extensive knowledge of national security policies, particularly NSM-22 and related critical infrastructure protection frameworks.
Understanding of the Sector Partnership Model.
Experience in risk management within critical infrastructure sectors.
Ability to navigate complex public-private partnerships and multi-agency collaborations.
Expertise in leadership and strategic planning. Security Clearance U.S. Citizenship required.
Ability to obtain and maintain Public Trust approval.
