Job description

Overview This position is located in the Bureau of Overseas Buildings Operations (OBO), Planning and Real Estate Directorate (PRE), Office of Strategic Planning (OSP). The Office is responsible for managing the Bureau's capital and non-capital planning programs, developing multiyear project schedules, developing project requirements, and administering the interagency cost sharing programs which provides the funds to build and maintain overseas facilities. Responsibilities - Serves as a key member of the KM AI and Data Analytics Team that promotes Gen AI and prompt engineering best practices.
- Designs, develops and refines prompts that effectively interact with AI language models to generate desired outputs. Analyze outputs for accuracy, relevance, and creativity, adjusting prompts as necessary.
- Tests and analyzes outputs of AI systems, embeds AI prompts into software and applications, monitors performance, and advocates for the use of generative AI platforms within internal workflows.
- Trains and tunes AI models to help guide AI learning processes and improve model performance.
- Considers ethics that meet moral side of prompts, including cultural sensitivity, ethics, bias, and fairness. - Collaborates with stakeholders across departments to create AI products. - Builds a prompt library to create databases of such findings, together with guides for other users.
- Leads/participates in the establishment and maintenance of AI product standards, policies, and procedures within assigned sub-data-domains of OBO to promote data quality and integrity.
- Identifies and translates complex data analytics concepts, findings, and limitations into concise, written and graphical data analysis to evaluate the effectiveness of program operations which helps inform critical department policy and management decisions.
- Conducts data analyses using software and/or programming languages (including Python, R, MS Power BI, Tableau, Palantir etc.) to explore/group data, test hypotheses, predict outcomes, and inform decisions.
- Aligns findings and conclusions to the original problem statement, and team objectives.
- Research and designs presentations and interpretations of analytical outputs tailored to specific audiences.
- Analyzes new and existing legislation or regulations and revisions to determine impact on program operations and management and prepares reports and recommendations.
- Reviews and offers guidance to junior data analysts on the analytical methodologies employed, suggests alternative tools and techniques, and ensures compliance with required standards on their projects.
- Produces authoritative analyses on bureau/office programs using data derived from a variety of sources and security levels up to the Secret level.
- Plays a leading role in the development of bureau/directorate priorities for effective use of data management and analytics resources; consults with key managers and stakeholders to ensure that all implications are identified, weighed, and considered in the study and discussion of effective and efficient resource use and distribution; obtains and/or develops models for managing various issues; identifies and resolves problems that are barriers to achieving goals; plans and develops new processes or metrics; and coordinates support activities that cross organizational lines.
- Advises senior OBO management on potential benefits of automation and other strategies to improve the efficiency of program operations, as well as approaches for collecting, analyzing, interpreting, and communicating insights from data.
- Provides comprehensive internal and/or external data analyses, methodological, or system reviews, studies, projects, and data validation efforts up to the Secret level, to generate assessments of analytics products, programmatic and managerial performance, and vulnerabilities, as well as identify effective administrative processes and those that are ineffective across bureau/department lines. - Recommends and implements adjustment measures and improvements.
- As requested, represents OBO/Directorate/Office leadership at conferences, committee meetings, and working groups with delegated authority to commit the Bureau to a course of action without prior consultation with Bureau management.
- Defends and negotiates OBO/Directorate/Office positions, objectives, and initiatives with groups ranging from committed stakeholders to hostile opponents.
- Leads/participates in meetings with senior DoS, USG, foreign government, NGO, and/or private sector officials as the Bureau representative or action officer as appropriate.
- Assures effective operations and achievement of contractual requirements and program objectives by acting as the technical liaison across directorates.
- Analyzes and evaluates OBO/directorate functions being considered for contract operations.
- As the accountability lead and a subject-matter expert (SME) on contracts, task orders, or other projects related to data analysis issues or initiatives, assesses progress of contractors towards achieving goals; monitors and reports out on the performance of contractors; assesses project risk through continuous monitoring and communication with contractor, leadership, and customer stakeholders; and develops and implements analyzes to determine compliance with bureau and/or Department regulations and procedures Qualifications Required to be a United States citizen.
Expert knowledge of state-of-the-art qualitative and quantitative analytical and evaluation methods, software, and techniques to address bureau/directorate data, programmatic, and management issues; conduct comprehensive studies of bureau/office programs; and devise solutions to a variety of issues, as well as resolve complex and interrelated bureau/directorate program and administrative problems.
Proficiency with AI models and NLP. Possesses an in-depth knowledge of natural language processing (NLP) techniques and algorithms, expertise with large language models (LLMs), and an understanding of deep learning and neural networks.
Knowledge of both the capabilities and limitations of different AI tools, enabling them to guide these systems toward producing relevant, accurate, and contextually appropriate outputs.Experience with AI and machine learning models, particularly large language models (LLMs) like GPT-3, GPT-4 or other transformer-based models.
Understanding of how language models work and ability to create effective prompts that guide the model to produce desired outputs.
Comprehensive knowledge of data management/analytics tools and methodologies to recommend/develop data driven solutions that address OBO's program and business challenges; provide guidance and instructions and keep abreast of the latest technological advancements; and advocate for greater use of these strategies in corporate decision-making.
Strong knowledge of agile project management methodologies sufficient to plan, organize, direct, and conduct complex organizational, programmatic, and data related studies and projects from inception to completion.
Strong interpersonal, oral, and written communication skills to provide expert advice and guidance; write comprehensive policies, plans, and reports; negotiate/defend recommendations; brief sensitive and controversial subjects; and provide guidance and instructions.
Ability to explain complex AI concepts and results to non-technical stakeholders.
Knowledge of the Department's procurement and contracting policies and procedures to carry out assigned procurement and contract management activities.
The contractor must be granted a Secret security clearance prior to entry on duty and maintain such clearance throughout the period of employment.
Program-Data Analyst V - A Bachelor's degree from an accredited institution and seven (7) years of related experience
