Job description

Duties 1. Supports the strategic and integrated planning advisor/technical expert representing the DAF in matters relating to enterprise-wide installations activities and discussions with the SAF, HAF, DoD agencies, Air Force Installation Mission Support Center (AFIMSC), Air Force Civil Engineer Center (AFCEC), MAJCOM, and outside agency staffs. 2. Supports the establishment, interpretation, and implementation of policies, guidance and procedures to provide oversight and management ofSAF/IEI authorities pertaining to installation planning, installation divestment, base realignment and closure (BRAC), national environmental policy act (NEPA) and environmental impact analysis process (EIAP), to include community engagement, joint basing, basing strategy and posture, and range airspace and planning. 3. Assists in representing the concerns of the Department of the Air Force at senior strategic meetings and conferences; helps to prepare staff studies and various documents to meet special needs; helps to develop and deliver oral presentations; supports steering committees. 4. Assists in special projects directed by the SecAF, CSAF, SAF/IE, or SAF/IEI, characterized by unusual managerial complexities and demands as well as substantial uncertainties and risk. Career Broadening positions are managed by AFPC/DP2Z and are centrally funded. Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager. Career Broadening also provides training and developmental opportunities at various organizational levels. These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY Employee must maintain current certifications Incumbent must have experience or exposure to installation planning and the National Environmental Policy Act (NEPA); community engagement experience is beneficial. May be required to possess a valid operator's license to drive a motor vehicle to and from work sites. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience that equipped the applicant with the knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-13 (or higher) level or equivalent under other pay systems in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: - Knowledge of advanced management and organizational principles and practices. Ability to plan, organize, and develop studies or projects. Ability to negotiate effectively with management to accept and implement recommendations where proposals involve substantial DAF resources, require extensive changes in established concepts and procedures, or may be in conflict with previous actions. - Knowledge of multi-disciplinary professional engineering concepts, principles, and practices applicable to the full range of engineering duties and familiarity with other engineering disciplines, related areas/functions and technical program management. Knowledge of project management plans including milestones and documentation. - Knowledge of strategic basing duties. Ability to apply the standard practices of related disciplines as they relate to programming. Knowledge of the concepts, principles, practices, and regulations that apply to DoD/DAF strategic basing, integrated planning, NEPA/EIAP, to include community engagement, divestment, basing strategy, ranges, airspace, and force structure processes. - Knowledge of the concepts, principles, practices, and regulations that apply to the DoD/DAF planning, programming, budgeting, and execution processes, and ability to learn applicable laws and 0MB regulations, policies, and directives. Knowledge of the SPPBE process and ability to learn the interrelationship between the Office of the Secretary of Defense and the services processes. Knowledge ofDAF missions, goals, and objectives and the programs that support these. - Knowledge of resources which comprise the DAF program, including force structures, installations, manpower, and financial resources. - High level of skill in verbal and written communication techniques. Knowledge of organizational roles and missions to establish and maintain personal contact with personnel on the Air Staff, Secretariat, OSD, or DoD components, and other federal agencies to obtain information, coordinate analysis, and present results. - Senior level knowledge and skills for principles and procedures involving policy development and implementation with regard to basing, encroachment, ranges and air space for major projects involving complex situations.
