Competitive Advantage Pathfinder (CAP) Specialist Fulltime Work Location: Virginia We are seeking a highly motivated and experienced Competitive Advantage Pathfinder (CAP) Specialist to join our team. The CAP Specialist will play a crucial role in executing and managing Competitive Advantage Pathfinders, collaborating with partners across OSD, Joint Staff, Military Departments/Services, and Combatant Commands. The primary focus of this role is to drive process reform and innovation within the Defense Acquisition System (DAS), Planning, Programming, Budgeting, and Execution (PPBE), and the Joint Capabilities Integration and Development System (JCIDS) processes to enhance joint capability development. Key Responsibilities: CAP Execution & Documentation: Communicate and collaborate with partners to execute and manage Competitive Advantage Pathfinders.
Document lessons learned from each pathfinder and identify process barriers addressed.
Develop strategies to efficiently broaden process reform to benefit other capabilities.
Build and foster partnerships across the joint force to address historical seams in acquisition processes.
Analyze Service-specific programs and activities to identify opportunities to meet joint capability needs. CAP Identification & Proposal: Leverage threat-based mission thread analyses to identify and formulate new proposals for pathfinder efforts.
Address CAP priorities of operational impact and process reform impact in proposal development Required Skills:- Experience with JCIDS process and the "Big A" Acquisition enterprise (e.g., Adaptive Acquisition Framework), including Planning, Programming, Budgeting, and Execution (PPBE), Joint Requirements Oversight Council (JROC), and the Adaptive Acquisition Framework (AAF).
Experience with Program Management or Capability Portfolio Management
Experience with developmental and operational testing of prototype systems and technologies that have been demonstrated in realistic environments, and transitioned into operational capabilities
Experience with certification and accreditation processes such as the Risk Management Framework (RMF) and obtaining Information Assurance (IA) and other security approvals - such Interim Approvals To Test (IATTs) and Approvals To Operate (ATO).
Experience with tactical use of Title 50 (Intelligence Community) capabilities, including Service TENCAP initiatives and Combat Support Agency (CSA) processes. If interested and available please share your profile along with your contact details and also the best time to connect @
