Job description

Overview The Department of State, Bureau of Overseas Buildings Operations, Directorate of Program Development, Coordination, and Support (DOS/OBO/PDCS) is responsible for the design, coordination, and management of OBO's construction and renovation programs. The Office of Design and Engineering (PDCS/DE) provides expertise in architecture; landscape architecture; space programming; space planning; interior design; graphic design; sustainability; civil structure, seismic, blast, geotechnical, electrical, and mechanical engineering; telecommunications; and security. DE directs design coordination of OBO's building program, managing designs from planning through construction. DE monitors the performance of the architecture-engineering contractors hired to execute OBO's projects. The office serves as the building code official, confirms the technical adequacy of construction documents, and issues building permits. Responsibilities As a Design Coordinator assigned OBO/PDCS/DE/DC, the contractor supports the Department's overseas facility design program by providing editorial expertise to assist DE design professional staff in the development and management of complex and highly technical design and construction standard criteria including but not limited to specifications, building code supplements, and other attachments for contract vehicles used in the acquisition of architectural/engineering (A/E) services and Design- Build (D-B) services for the planning and design of overseas facilities utilized by the Department's diplomatic corps and affiliated tenant agency employees. In addition, the contractor assists the Department's architects, engineers, and other subject matter experts the in development of technical In furtherance of these responsibilities, the contractor performs tasks and assignments that typically include, but are not necessarily limited to, the following: Works closely with DE/DC criteria coordinators, OBO professional staff, and other stakeholders to assist prepare and edit OBO master specifications and OBO Codes Supplements, assist with management of OBO Design Standards, SharePoint site and management of standard criteria change process, new construction, rehabilitation, renovation, and other projects at Department of State facilities worldwide. Provides support to DE/DC criteria coordinators and OBO professional staff in reviewing and/or production of other documents required by the Department including studies, reports, and memos. Participates in project meetings and conferences and supporting the technical experts as appropriate. Coordinates with members of the Directorate and other internal and external organizations as required to assist in the scheduling and production of technical Coordinates and assists in the development of presentations, special reports, publications, and other projects related to technical documents. Qualifications Minimum of seven (7) years of related experience. Bachelor's Degree Expert technical writing and editing skills, preferred in technical design and construction criteria noted above. Skill at resolving problems and conditions affecting the quality, scheduling, budgeting, or progress of work performed in completing projects. Strong familiarity with technical and contractual considerations related to the activities of the Office and the mission of the Bureau, sufficient to provide editorial assistance in the coordination of work efforts, and to assist efforts of the Office to perform the work in a cost-effective manner, and such that work efforts are not duplicated or divergent. General familiarity with design, and construction practices to assist OBO professionals with resolving complex engineering and contractual issues arising during the development of A/E contract specifications. General familiarity with Federal contracting and procurement policies and processes to assist with preparation and coordination of various technical criteria documents that reflect a mix of industry standard and Department unique requirements for facility design, construction, and maintenance. Skill in oral and written communications techniques in order to develop expert assessments and recommendations on a broad range of architectural, engineering, and contract specification issues, communicate and exchange complex technical information with both technical and non-technical personnel, and prepare and present briefings to senior management officials on complex and/or controversial engineering or acquisition management issues. Proficiency in the use of online collaboration tools, data sharing and reporting, g., Microsoft SharePoint, Teams, Power BI.
