Job Description: The mission of Deputy Under Secretary of the Air Force, International Affairs (SAF/IA) is to create, advocate, and facilitate Department of Defense (DoD) and Air Force policies and programs to support United States (US) national security objectives. These policies and programs include international affairs, foreign disclosure and export control, cooperative research and development, international professionals' development, security assistance/cooperation programs, foreign military sales (FMS), international military education and training (IMET), Military Assistance Program (MAP), Foreign Assistance Act (FAA) drawdowns, leases, and related endeavors, in concert with US Government (USG), foreign, and industry partners. Responsibilities: Developing and implementing USAF foreign liaison program for 170+ senior military diplomats from over 100 nations. Plan and execute Secretary of the Air Force (SECAF) and Chief of Staff (CSAF) of the Air Force counterpart visits (CPVs) and air chief symposia. Ensure international protocols are observed at all events. Developing business cases for the use of Official Representational Funds (ORF) IAW governing regulations. Prepare and edit correspondence and policy recommendations for the USAF Vice Chief of Staff of the Air Force (VCSAF), Assistant Vice Chief of Staff of the Air Force (CVA), Chief Master Sergeant of the Air Force (CMSAF) (collectively referred to as the AF Top 5). Oversee all aspects of assigned Top 5 office calls and receptions for international partners. Synchronize USAF Top 5 foreign engagement strategies with the US Department of State, USAF MAJCOMs, Geographic Combatant Commands (GCCs), OSD, JCS, & sister services. Arranging for accreditation of foreign attachés and perform recurring administrative updates to keep the attaché corps equipped to accomplish their missions. Assist the DC Air Attaché Association with their events (as requested), including administering the AAA website. Supporting 76 Air Attachés globally and provide personnel in-processing, awards and decorations processing, Attaché conference planning, and execution. Providing records management; correspondence preparation and management; report and document preparation and management; knowledge of the Enterprise Task Management Software Solution (EMTS2) management and oversight; Joint Travel Regulations for travel assistance with travel arrangements including Defense Travel Systems (DTS) authorizations and vouchers; assist in tracking and managing the Government Purchase Card (GTC) program; and the ability to manage Aircraft and Personnel Automated Clearance System (APACS). Completing tasks such as international engagement and industry conference planning and preparation, support military awards and decoration drafting, staffing and presentation, IT equipment management and oversight, copying, faxing, telephone operation duties, official mail services, tracking and maintaining meeting and discussion minutes, conference calls, EMTS2 input and tracking, DTS submitter, review, and instruction/monitor, GTC validation, assisting with official organizational ceremonies, SAF/IA Annual and Quarterly recognition awards development assistance, and acquiring comprehensive knowledge of changes to Air Force Instructions, federal regulations, policies, and directives and an understanding of collaborative systems to update and instruct SAF/IA staff members. Strong expertise is needed for the use of Microsoft (MS) Office products (i.e., Word, Excel, Outlook, PowerPoint, and Access). Requirements Bachelor's Degree with a desired emphasis in an International Affairs curriculum. A SECRET Security Clearance. A minimum of five (5) years' experience with demonstrated effectiveness and success as a HAF staff action officer in either a military, civilian, or contractor role. Knowledge and general understanding of USAF roles and missions. Experience implementing security cooperation, international affairs, security assistance, foreign military sales (FMS) to include policies, processes, and legislation. Knowledge and understanding of SAF/IA's role in USG and international security cooperation community, and the organizations with which SAF/IA works.
