Description U.S. Department of State, Bureau of Diplomatic Security (DS) Program Manager Physical Location: The Program Manager shall be physically on-site located at SA-24, 5800 Barclay Drive, Alexandria, Virginia, Monday through Friday. The DS/C requires comprehensive Program Management (PM) support to provide the necessary framework, process optimization, coordination, and governance to ensure the directorates success. The contracted Program Manager shall establish the program plans, structures, processes, schedules, reporting requirements, communication channels, and quality control functions necessary to achieve DS/C objectives. Qualifications Must possess an active TOP SECRET Clearance BS, degree in Information Technology or Business Administration with a focus on computer systems. Minium 7 years of experience as a Project/Program Manager or in a leadership role, with experience managing a teams of 10 or more Advanced computer skills and in-depth knowledge of different operating systems, network administration and service desk administration. Strong written and verbal communication skills to coordinate with team members and management and explain technical issues. Attention to detail, analytical and problem-solving skills to handle any issues that occur during project completion Organization and time management skills to keep projects on track and within budget Excellent resource planning and task scheduling skills Specific Program Management goals include: • Oversight and management of approximately 50 co-located staff through the National Capital Region (NCR). • Ensure alignment of activities with program goals and objectives, promoting operational efficiencies, avoiding schedule and resource collisions, and providing DS/C management visibility into ongoing efforts and resource usage. • Provide a central point of communication and issue management for critical production issues, planned and unplanned outages, and transition issues. • Develop project charters, plans, project timelines, and project schedules The Program Manager shall have the authority to bind the firm, and must be capable of effectively coordinating logistics, planning, and attending meetings - both ad hoc and scheduled - and addressing all escalated issues. • The Program Manager or designated representative shall be responsible for approximately 50 contractor personnel and shall ensure that program Service Level Agreements (SLAs) and other requirements are met, including: • Implement and coordinate project management policies, practices, and procedures. • Track and report designated metrics for the office and subordinate divisions. • Monitor, review, and assist with project plan development within the office and subordinate divisions and develop performance reports for the office.
