Consulting Services Group (CSG) is looking for an experienced Budget Manager to support a government customer. The Budget Manager will be working directly with the Program Manager with oversight for budget analyst(s) and reporting financial results. You will join a dynamic and fast-paced environment and work with cross-functional teams. Oversight and coordination for services related financial transactions, project updates, month end close, forecasting, analysis, proposals and reporting metrics and financial results. An active TS/SCI security clearance is required, Duties/Tasks and Responsibilities: Meet with program management teams to review, update and report project financial performance.
Interact with accounting on billing and revenue recognition during monthly close.
Prepare project reporting requirements to include status reports, revenue and labor summaries, metrics, ETCs and EACs.
Review monthly project costs and revenue, monitor actual cost performance against plans/budgets, prepare variance analysis and identify areas of improvements.
Responsible for coordinating with the customer to prepare for and review contractual modifications for funding allocations to align with program CLINs.
Provide customer with monthly financial status updates.
Prepare presentations in collaboration with on-site Program Director and Program Managers.
Provide insight to corporate finance for upcoming expenditures, pending funding and analysis.
Develop strategies that work to minimize financial risk.
Provide oversight and mentorship to financial analyst(s).
Responsible for proposal financial development of pricing volumes incorporating the review of RFPs and SOWs which includes coordinating with program team members.
Apply knowledge of FAR, applicable laws and regulations; verifies documents for completeness and compliance with government regulations.
Using various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.
Must have the ability to work on critical, time sensitive issues and to keep matters confidential essential. Required Qualifications/Experience: Must have a current/active DOD Top Secret Security / SCI (eligible)
Must be a U.S. Citizen
At least 5 years of Department of Defense (DoD) financial management experience.
Minimum of 5 years in a finance managerial position.
Have a general understanding of Cost Accounting Standards (CAS), Federal Acquisition Regulations (FAR) Parts 30 and 31, and related sections of the Defense Federal Acquisition Regulations Supplement (DFARS).
Must have In-depth understanding and knowledge of the contracting process.
Documentation -Ability to support drafting of requirements documents, correspondence, and procedures in accordance with policies.
Must have proficiency with MS Excel and Word.
Must have strong analytical and interpersonal skills, ability to identify and articulate key business and financial implications.
Complex Problem Solving - Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. Education: Bachelor's Degree in Accounting, Business Administration, or a related discipline Travel: Occasional local travel in the Washington Metropolitan Area. Employee Status: Full-Time
