Job description

Duties 1. Improves, modifies, fabricates, and designs repairs for low observable assemblies, sub-assemblies, and components ensuring proper weight to strength ratios are met and maintains structural and low observable integrity requirements including associated aircraft structural composites. 2. Performs a variety of extensive evaluations of weapons systems using a variety of complex tools and assessment equipment to assess that the proper radar cross section (RCS) signature according to the associated technical order data, mission requirements and other policy regulations, instructions, and guidance. Inspections will be done on weapons system structure, LO coating, and LO materials. 3. Performs repair, application, and maintenance of corrosion preventatives and paints on aircraft, powered, and non-powered AGE (aerospace ground equipment). Identifies metal corrosion. Performs necessary testing to identify type of corrosion present by examination with magnifying equipment, chemical and mechanical methods. Treats aircraft engines in accordance with applicable technical publications. Identifies, blends, stores, controls, and disposes of hazardous materials such as acids, caustics, alcohols, solvents, cleaners, primers and surface coatings used for corrosion removal, treatment and protection in accordance with applicable directives. 4. Collects, compiles, and records LO systems data for maintenance scheduling, statistical analysis, trending, and historical record. Performs data searches and reports findings as directed. Manages an array of related databases and spreadsheets to capture and catalog data elements for trending, information sharing working groups, and benchmarking. Responsible for documenting, obtaining, applying, securing, and protecting classified records, documents, hardware and software. Analyzes trends in deficiencies, provides engineers and other entities with devised repair procedures, performs prototype repair while providing instructions to other employees. 5. Performs other duties as assigned. REFER TO PD FOR FULL LIST OF DUTIES/RESPONSIBILITIES Requirements Conditions of Employment This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Must be able to consistently use required PPE and safety equipment. Qualifications OPEN AREAS OF CONSIDERATION: AREA 1, 2 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Air National Guard. Military Grade/Rank: will be individually addressed up to TSgt /E-6. Minimum Requirements: WG - Experience or training demonstrating very basic working knowledge of the properties and characteristics of a number of composite and plastic bonding agents, such as fiberglass, Kevlar, PVC, graphite, film adhesive, silicones, epoxies, etc. and Low Observable (LO) material characteristics; a very basic working knowledge of sheet metal theory, methods and practices; knowledge of very basic shop mathematics to calculate proportions and amount of materials required in repairing or modifying components; knowledge of and skill in the use of basic hand and powered tools common to the bonding operations as well as those utilized in the sheet metal trade; knowledge of health hazards associated with maintenance as well as proper mitigation procedures i.e. PPE, decontamination, and housekeeping; and ability to learn new skills and apply them to work in this series. SPECIALIZED EXPERIENCE WG-06: Must have a minimum of 6 months of Specialized Experience or training demonstrating a working knowledge of the properties and characteristics of a number of composite and plastic bonding agents, such as fiberglass, Kevlar, PVC, graphite, film adhesive, silicones, epoxies, etc. and LO material characteristics; working knowledge of sheet metal theory, methods and practices; knowledge of basic shop mathematics to calculate proportions and amount of materials required in repairing or modifying components; knowledge of and skill in the use of basic hand and powered tools common to the bonding operations as well as those utilized in the sheet metal trade; knowledge of health hazards associated with maintenance as well as proper mitigation procedures i.e. PPE, decontamination, and housekeeping; ability to examine parts and items to locate defects; estimate the amount of adhesive filler needed for a repair by approximating the depth, length, and width of the damaged area in inches and then estimating the amount of filler in grams; ability to repair irregularly shaped LO and composite materials that have been damaged; ability to bond LO material, composites, and metals. SPECIALIZED EXPERIENCE WG-08: Must have a minimum of 12 months of Specialized Experience or training demonstrating a working knowledge of the properties and characteristics of a number of composite and plastic bonding agents, such as fiberglass, Kevlar, PVC, graphite, film adhesive, silicones, epoxies, etc. and LO material characteristics; working knowledge of sheet metal theory, methods and practices; knowledge of basic shop mathematics to calculate proportions and amount of materials required in repairing or modifying components; knowledge of and skill in the use of basic hand and powered tools common to the bonding operations as well as those utilized in the sheet metal trade; knowledge of health hazards associated with maintenance as well as proper mitigation procedures i.e. PPE, decontamination, and housekeeping; ability to examine parts and items to locate defects; estimate the amount of adhesive filler needed for a repair by approximating the depth, length, and width of the damaged area in inches and then estimating the amount of filler in grams; ability to repair irregularly shaped LO and composite materials that have been damaged; ability to bond LO material, composites, and metals. SPECIALIZED EXPERIENCE WG-10: Must have a minimum of 18 months of Specialized Experience or training demonstrating a practical thorough knowledge of the newest substances to recommend and/or select materials for prototype and one-time items. Composite Fabricators have an extensive knowledge of the properties and machining characteristics of a variety of composite or plastic materials. Extensive practical knowledge of the LO theory and practices with a direct influence to RCS reduction. Knowledge in adapting shop practices, methods, and procedures for use in unorthodox processes to fit new projects. Knowledge in establishing manufacturing procedures for newly developed compound materials by experimenting with various manufacturing techniques, curing times, irregular curvatures (surfaces), temperatures, and pressure. Knowledge in manufacturing master patterns and molds with numerous compound curves and intersecting compound angles. Knowledge in applying mathematics to calculate loads, fits, sizes, and weights not provided in instructions and blueprints to overcome design flaws and lay out more complex items. Broad knowledge in interactions between like and dislike chemical and other low observable materials to provide a coherent bond line action. Quality of Experience: Length of time is not of itself qualifying. Candidates' experience should be evaluated based on duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.
