Job description
Duties Lead MAJCOM Cyber Mission Assurance. Leads team employing MAJCOM Cyber Mission Assurance program. Subject Matter Expert on Defensive Cyber Operations (DCO) Policy and Strategy. Leads Assessments, Analysis, Vulnerability Management and Workforce Development supporting AETC's Information Technology (IT) Portfolio. Represent the MAJCOM/A3/6 in meetings, conferences, both formal and ad hoc. May act as Chief, Cyber Assurance Branch, in the absence of the assigned Chief. The employee must be able to obtain and maintain an appropriate SECRET security clearance. Incumbent must agree as a "condition of employment" that within 6 months of employment they will obtain and maintain an IA Managerial (IAM) Level III baseline certification. Civilian cybersecurity coded personnel may be subjected to administrative action if they do not attain or maintain training or certification standards. Occasional overtime may be required. May be required to work other than normal duty hours and tours of duty such as weekends, call back, uncommon tour of duty, holidays, etc. Recall to duty may be a requirement of this position. Performs other duties as assigned. Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). SPECIALIZED EXPERIENCE: Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes; Utilization of federal laws, executive orders, regulations, policies, directives, principles, and practices governing DCO, and the common types of these in effect in throughout DoD. Apply analytical and evaluative methods including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how cyber programs are administered, to select and apply appropriate program evaluation and measurement techniques, measure compliance and accomplishments, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of DCO programs and the resolution of mission assurance problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability/skill to assure that the work of assigned team members is completed satisfactorily by performing a range of coordinating and supportive duties and responsibilities as well as employing a variety of coordinating, coaching, facilitating, consensus-building and planning techniques. 2. Mastery of and skill in applying IT cyber security principles, concepts, practices, products, services and methods for evaluating/assessing cyber risk and vulnerabilities, recommending and implementing mitigating improvements, and developing tactics, techniques, and procedures to guide the employment and/or implementation of cybersecurity support for Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Warfare and associated mission and MWA operations, exercise, training systems, acquisition, or similar AF missions. 3. In-depth knowledge of IT and cyber mission dependences and operational performance management methods required to plan and conduct defensive cyber operations. Assess and advises on new or revised security measures and countermeasures based on the results of findings from cyber operational assessment. 4. In-depth knowledge of a broad range of cybersecurity concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications. 5. Ability to research, analyze, and interpret high-level guidelines including general, DoD, Joint Service, and military service directives and instructions requiring considerable adaptation and/or interpretation for application to issues or problems. 6. Ability/skill to effectively communicate orally and legible in writing, including papers on technical subjects and correspondence for General Officer-level review and decision; ability to present briefings in a business-like manner. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
