Job description

Duties DUTY 1: Manages and oversees Antiterrorism (AT) and Mission Assurance (MA) programs for 16 AF and serves as the NAF subject matter expert on all matters involving AT/MA requirements, policy, procedures, and program status.Serves as the NAF subject matter expert on all matters involving Antiterrorism/Mission Assurance requirements, policy, procedures, and program status. DUTY 2: Responsible for the overall implementation, oversight, and centralized control of the coordinated AT/MA programs for the C-NAF.Evaluates compliance of activities with AT/MA requirements, identifies deficiencies, and ensures corrective action is determined for each identified deficiency. Oversees all measures related to physical and operational security for all C-NAF facilities, including Sensitive Compartmented Information Facilities, arms/munitions storage activities, and personnel. DUTY 3: Plans, conducts, directs the conduct of, or coordinates on security site studies, projects, assessments, and surveys of the installation in relationship to AT/MA activities.Reviews and integrates an organizational risk management strategy designed to reduce or offset the risk of loss to identified Defense Critical Infrastructure (DCI), Tasked Critical Assets (TCA), systems, and capabilities through four macro processes of Identification, Assessment, Analysis and Management of Mission Risk which seek to implement mitigation and remediation strategies across tenant unit and installation level capabilities to increase mission resiliency. DUTY 4: Represents 16th AF at meetings, conferences, workshops, panels, etc. at MAJCOM and other federal agency levels as the AT/MA technical expert.Serves as a member and acts as NAF representative for various boards and working groups to include the Antiterrorism Executive Council, Mission Assurance and Threat Working Groups meetings as needed. Recommends the need for, organizes, and conducts meetings, conferences, and workshops at the NAF, installation, wing, or subordinate unit level to discuss and resolve specific AT/MA issues or problems, or highlight new security policies, procedures, and requirements. A non-disclosure agreement must be signed. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Qualifications This is a GG-12 position in the Cyber Excepted Services (CES). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: mastery of a wide range of laws, executive orders, regulations, policies, directives, instructions, and concepts governing the full spectrum of operations to function as the principal advisor to the Chief, Force Protection Division; comprehensive knowledge of the principles, policies and practices of HQ Sixteenth Air Force functions, operations, concepts, and theories to plan, organize and manage; thorough knowledge of DoD, AF and NAF policies and regulations and organizational structures, missions, and functions as well as how programs/projects interface with other program areas and HAF goals and objectives; knowledge of a wide range of advanced concepts, principles and practices in security administration and intelligence; practical knowledge of Enterprise Risk Management. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of a wide range of advanced concepts, principles, criteria, requirements, technology, and practices involved in security. 2. In-depth knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies. 3. Aptitude to interpret a variety security program laws, directives, regulations, and guidance to assist subordinate organizations in establishing and operating internal security programs. 4. Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations. 5. Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences. 6. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons to present and recommend solutions in a logical, cohesive format. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Program. Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
