Job description

Interagency Readiness Solutions (IRS) is seeking a NIMS Training Manager. The training manager will work closely with the Army Installation Management Command (IMCOM) Protection Division staff and IMCOM installations to coordinate EM, ICS, IMT and HSEEP training. Also, the training manager will maintain the IMCOM database for certified instructors, courses completed, certifications completed and report certification numbers to HQDA-G34 on a quarterly basis.





The training manager will perform as an instructor/trainer and provide administrative support for the Army Emergency Management Training Program (AEMTP). The training manager will ensure that the development and execution of the AEMTP IMCOM specific courses are fully synchronized and consistent with Army policy, regulatory guidance and reflect IMCOM EM best practices.





Qualification Requirements




  • Applicant must have a B/E/L449 instructor certificate from either one of the following organizations: FEMA EMI, the DHS CDP, National Fire Academy (NFA), National Wildfire Coordination Group, (NWCG), the U.S. Department of Agriculture (USDA), the Environmental Protection Agency (EPA), the U.S. Army (USA), or the U.S. Coast Guard (USCG).

    Note: Applicants who have completed the B/E/L-449 course and certified by a State agency as an approved instructor will still be required to have their credentials reviewed to validate the applicant's ability to instruct NIMS or ICS courses to Army personnel.






  • Applicant must be a B/E/L 0449 ICS qualified instructor certified and identified on the FEMA EMI list of instructors authorized to instruct the B/E/L-0449 instructor course. Also, must be able to document in writing extensive experience teaching ICS courses.

    • IMCOM will require an E/L 0449 ICS instructor trainer candidate to provide documentation of a minimum of 15 ICS courses as the lead instructor.





Note: Experience instructing at higher education or vocational level is a plus.






  • Applicants must be able to provide documentation of two (2) Type 3 incidents (as defined in the attachment) where the applicant functioned as a member of the Command or General staff, that lasts more than one operational period (an operational period is defined as lasting more than 8 hours).


  • Applicants should be certified as an Emergency Manager by a state authority, the International Association of Emergency Managers (IAEM AEM or CEM ), or a branch of the Department of Defense.






  • Applicants should have completed a formal instructor methodology course conducted by a state, a federal agency, DOD, or FEMA EMI.
