The Raytheon Operations & Supply Chain (OSC) organization within the Electro-Optical & Infrared Solutions (EO/IR) Sub-Strategic Business Unit (sSBU) is looking for a Senior Manager, Supply Chain Management (SCM) in support of the Advanced Electro-Optical Infrared Solutions (AES) portfolio. The AES portfolio includes many of the EO/IR development & transition to production programs within the business. The candidate will be responsible for leading a team of Material Program Managers responsible for developing and executing supply chain strategies and plans for capture efforts & program execution within the portfolio. The position requires an individual who will be able to exert influence on overall objectives and long-range goals of the product line and their Program Management office. The ideal candidate will need to be a strong leader with demonstrated project management skills and be directly accountable for ensuring overall execution of materials management, ensure program success to cost/schedule/quality, and partner with our internal acquisitions team to manage supplier performance in meeting program needs. Candidate must be a self-starter, capable of developing and achieving organizational and program objectives, and must be able to successfully interface with all levels of both internal management and external supplier management. This position is an onsite role. What You Will Do Lead a team of MPMs that will be responsible for the material strategy and overall sourcing activities for the major product groups within the AES Portfolio of Programs.
Support major products & program capture efforts by working closely with internal and external sources of supply, program management and other functional organizations to ensure supply chain is successful in the program's affordability initiatives.
Develop the MPS (Material Program Strategy) and MPP's (Material Program Plan) to enable successful execution of program competitiveness and performance, from the front end of the business through contract closure.
Own the Material financial management for the portfolio (i.e., utilize EVMS, establish budgets, develop targets, drive material sales forecasts, provide inputs into EAC's & the Long-Range Plan, etc.)
Communicate and collaborate with other OSC leads and programs to maximize efficiency and use of best practices across the EO/IR business
Own the Supplier Management process including supplier performance, SCM metrics (MRP Health), Forecasting, Make/Buy Where strategy, Supplier Risk/Opportunity Management Plan, Strategic Agreements, EXIM compliance, Small Business plan development and execution and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc.
Accountable for supply chain cost, schedule, and quality
Manage the coordination and execution of program schedules with Program Management, Operations, Subcontracts, Engineering, and other cross-functional areas to support on time delivery.
Develop and execute supply chain strategies and utilize CORE best practices.
Develop and implement cost reduction initiatives for both recurring efforts and new business opportunities.
Interface with Customers to understand needs and issues and ensure that the customers receive satisfactory standards of service. Qualifications You Must Have Typically requires a Bachelor's and a minimum of ten (10) years prior relevant experience, or an Advance Degree in a related field and a minimum of seven (7) years' experience.
The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance. Qualifications We Prefer Experience with supply chain and related systems, and/or supplier management and/or subcontract management, and/or cost estimating and finance
Strong Program Management skills (business acumen with budget and schedule responsibility)
Previous work experience with the Department of Defense (DoD)
Experience with development programs & transition of programs from design to manufacturing
Experience working with Material Resource Planning (MRP) systems, including but not limited to SAP, Kinaxis, PRISM/CMES
Earned Value Management (EVMS) certification &/or demonstrated experience
Experience and interest in verbal/visual presentations of supply chain activities, plans, tasks, and/or delivery outlooks and program-level information to internal and US Government Customers.
Experience with Technical Data Package (TDP) reviews and approval via common product data management (PDM)
Ability to lead collaborative teams on tactical and strategic discussions to drive results and break down barriers
Experience developing and executing competitive bids and proposals through collaboration with multiple manufacturing and functional teams
Experience leading teams in cost reduction and continuous improvement initiatives
Experience interfacing with external customers and all levels of internal management.
Experience performing supplier assessments to mitigate risk, capture opportunity, manage qualified product delivery, and ensure the right resources are deployed on development and production programs
Experience in proposals, negotiations, and or budget management

The salary range provided is a good faith estimate representative of all experience levels.
