Job description

Duties Supervises the United States Army Operational Test Command (USAOTC) security office. Oversees and promotes effective implementation of security programs including but are not limited to: Information, Personnel, OPSEC, Information Assurance (Automation), Physical, and Industrial. Provides program oversight of subordinate organizations' security programs through reports, reviews, Staff Assistance Visits, and command inspections. Plans, organizes, leads, controls the operations, and directs the work of the USAOTC security personnel. Manages the USAOTC security clearance program. Oversee the management of Anti-Terrorism (AT), Emergency Management (EM), and Continuity of Operations (COOP) programs. Provides advice and guidance on all security issues to the commanders and directors of the organizations and activities supported by the USAOTC. Participates in fiscal planning and contract reviews to ensure the effective management of security personnel in the security office and of security programs within the designated area of responsibility at USAOTC. Analyzes CCIRs to determine recommendations to the commander on severity and sensitivity of incidents to report to higher headquarters. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Two year trial/probationary period may be required. In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. This position requires the incumbent to obtain the Security Fundamentals Professional Certification (SFPC) certification within their first two years of employment. Employee must be able to obtain and maintain a Top Secret security clearance based on a Special Background Investigation (SBI) with eligibility for sensitive compartmented information (SCI). Temporary Duty Travel (TDY) may be required up to 25% of the time. This position is designated as KEY, meaning the position cannot be vacated during war or nationalemergency without seriously impairing the mission. Incumbent of this position has unique or scarcemanagerial or technical skills required by the wartime mission and cannot be held by someone inreserve status. Experience must include performing these duties in at least two of the following areas: Information Security (INFOSEC), Personnel (PERSEC), Operations Security (OPSEC), Information Assurance (Automation), Physical Security (PHYSEC), and Industrial Security (INDUSEC). Technical Competence Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
