Job description

Duties Performs installation, repair, maintenance, and troubleshooting on a wide variety of commercially manufactured locking devices including combination locks, electronic cardkey locks, cipher locks and arms rooms locks. Performs the full repair cycle of locating trouble, disassembly, repair, cleaning, reassembly, and reinstallation of a wide variety of makes and models of locking devices. Performs routine maintenance, overhaul and repair of standard types of mechanical locking devices such as mortise, rim, key-in-the-knob, deadbolt, office equipment, padlocks, and emergency exit locks and electronic card key locks. Drives various vehicles (e.g., utility truck or similar vehicle (primarily under 10,000 gross vehicle weight) to and from the work site in order to transport self, supplies, and other employees throughout the installation and on public roads. Completes trip reports/forms, performs operator maintenance, and follows state and federal rules, regulations, laws and guides. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights. This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position. This position has a requirement to lift up to 50 lbs. in the regular performance of duties. This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations. The Incumbent will be required to participate in a 24 hour call-out rotation for afterhours emergency service. The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. The incumbent must be able to utilize an alpha numeric keyboard in conjunction with automated information systems and equipment (hardware and software) however, the services of a fully qualified typist are not required. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. Qualifications Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Locksmith without more than normal supervision. I have the ability to perform common Locksmith duties, including installing, adjusting, troubleshooting, or repairing a variety of commercially manufactured locking devices that feature dual locking capabilities that interact mechanically with timing mechanisms typically found on doors, safes, vaults office equipment, and other secured locations. I am able to apply technical manuals, manufacturer's diagrams or specifications while repairing and/or testing the locking mechanisms; and establish master key coding systems. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Physical Effort: Work requires lifting or carrying of items weighing in excess of 23 kilograms (50 pounds) and heavier items with assistance. The locksmith frequently stands, stoops, bends, kneels, and works in awkward positions when troubleshooting and repairing locks and devices on-site. Working Conditions: Work is normally performed inside in areas that are well lighted, heated, and ventilated. Occasionally work is done outside in bad weather or in areas that are drafty and poorly lighted. Exposed to the possibility of cuts, scrapes and bruises. Employee is also exposed to the possibility of burns while using acetylene torches, brazing torches, and soldering irons. Education This job does not have an education qualification requirement.
