Requisition Id 13813 Overview: We are seeking a Nuclear Material Control Accountability and Specialist who will focus on supporting the Oak Ridge National Laboratory (ORNL) NMC&A Plan. ORNL NMC&A is responsible for providing programmatic and technical support and expertise to the ORNL NMC&A functions. This position resides in the Nuclear Facility Safety Division within the Environmental Safety, Health, and Qualtiy Directorate at ORNL. The position will report to the NMC&A Team Lead. As part of our team, you will assist the NMC&A team in supporting the management and oversight of the ORNL NMC&A Program and oversight of ORNL Material Balance Areas (MBA) and NMC&A activites which potentially cover all areas of NMC&A (Program Management, Material Control, Material Accounting, Physical Inventory, Nuclear Material Management, and Measurements). In addition this position will be responsible for ensuring compliance with DOE Order 474.2A Change 1, Nuclear Material Control and Accountabilty and 410.2, Management of Nuclear Materials. Major Duties/Responsibilities: Oversees assigned Material Balance Areas.
Enter nuclear material records data in a web-based application.
Assist NMC&A Manager with strategic planning for implementation of conintuious improvement.
Assist in addressing atypical circumstances involving a Material Balance Area.
Support response to nuclear material loss indicators, anaomalous conditions, and/or significant degredations in individual program elements or system performance.
Performs physical inventories and reconciliation of MBA inventories.
Support planning and conducting MBA assessments and performance testing to ensure overall NMC&A system effectiveness is evaluated within defined periodicity. Supports corrective action development, trend analysis, and issues management.
Identify and develop process improvements.
Assist in supporting waste management.
Ensures that customer needs are satisfied by managing and coordinating specific deliverables.

Basic Qualifications: Position requires a B.S. degree in business, mathematics, physics, chemistry, engineering, health physics, or other relevant fields. 2-4 years of related Nuclear Material Control Accountability and Specialist experience. Excellent written and oral communication skills. Preferred Qualifications: Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
Must be able to work as a team as well as on their own. Place strong emphasis in meeting customer and end-users needs.
Possess customer-facing skills, strong analytical thinking, and attention to detail.
Demonstrate proven abilities to take initiative as well as be innovative.
Excellent analytical and interpretative ability for applying current DOE Orders and Contract Requirements to support NMC&A and the research of the Laboratory.
Demonstrated understanding of measurement practices (nondestructive assay), both theoretical and applied.
Excellent interpersonal skills, remains professional under difficult circumstances, and thinks clearly under pressure.
Excellent record management skills.
Excellent written and oral communication skills. Special Requirements: Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
