Requisition Id 14047 Overview: We are seeking a Team Leader who will focus on leading a team of field deployed environmental compliance staff. This position resides in the Environmental Compliance Representatives (ECR) Team in the Environmental Protection Services Division within the Environment, Safety, Health and Quality Directorate at Oak Ridge National Laboratory (ORNL). In addition, this position will be matrixed to the RCRA Group and fill the role of a Hazardous Waste Compliance Subject Matter Expert. The Environmental Compliance Representative Team is responsible for working with line organization staff in implementing programs that enable ORNL's science missions through effective regulatory compliance support, specifically by facilitating ORNL's compliance with Federal and State RCRA/Clean Air Act/Clean Water Act/TSCA/USDA regulatory requirements and applicable Department of Energy (DOE) Orders. Major Duties/Responsibilities: The successful candidate will have relevant experience with environmental regulations and standards with a track record of implementing them at a complex, fast-paced, industrial site. The experience may include: Supervising technical, scientific, or engineering staff.
Compliance with solid/industrial/hazardous waste management regulations.
Working knowledge of the Clean Water Act rules and regulations.
Working knowledge of the Clean Air Act rules and regulations.
Working knowledge of NEPA and its implementing regulations.
Experience working with radioactive materials and waste.
Review and analyze state and federal environmental laws, regulations, and other requirements, and communicate findings with ORNL staff to facilitate compliance.
RCRA Subject Matter Expert for the management and disposal of solid/industrial/hazardous waste and communicate compliance guidance to ORNL staff.
Participate in the preparation of environmental permit applications, environmental reports and submittals.
A track record of successful interaction with internal and external customers and demonstrated the ability to communicate and implement defensible risk-based decisions associated with environmental issues to ORNL staff. Must abide by the principles of Safe Conduct of Research including being personally responsible for ensuring safe operations by raising safety concerns, using a questioning attitude, considering hazards for every task, and never stop learning.

Basic Qualifications: A BS degree in science, engineering or a related field.
A minimum of 8 years of relevant experience working within environmental regulatory programs with an emphasis on waste programs. Preferred Qualifications: Proven experience supervising technical, scientific, or engineering staff.
Excellent written and oral communication skills.
Motivated self-starter with the ability to work independently and to participate creatively in collaborative cross-functioning teams across the laboratory.
Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs. Special Requirements: Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
Q Clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
