Job description
Duties As a HR SPEC (MILITARY), GS-0201-9/11, you will: This position is located in the Military Duty Active Guard Reserves (AGR) Management Branch of the Human Resources Office. This position is responsibility for the overall management of the state AGR program by providing in-depth human resources management services to ARNG/ANG managers, supervisors and support personnel directly and through subordinate employees. Serves as management authority on all branch regulatory requirements pertaining to AGR human resources administration and services. Requirements Conditions of Employment National Guard Membership is required. Males born after 31 December 1959 must be registered for Selective Service. Must be able to obtain and maintain the appropriate security clearance of the position. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. COMPATIBLE MILITARY ASSIGNMENT: SSgt to MSgt may apply.Selected individual must be assigned to a compatible military position in the following AFSC upon date of hire: 3F071. Aptitude scores can be checked on the vMPF or at the Customer Service in the Force Support Squadron and physical profile in the medical squadron. Military grade inversion within the full-time work force is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of personnel supervised. Retraining into the 3F0 Career Field is limited to E-7 and below for the Air Force Reserve and Air National Guard. Exceptions to policy will be reviewed on a case-by-case basis by the component 3F0 Career Field Functional Manager. Retraining into the 3F1 Career Field is limited to E-6 and below for the Air Force Reserve and Air National Guard. MINIMUM EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: GS-0201-9/11- Applicant must have the following experience: GS-09: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Skill in performing personnel program requirements that involve advising supervisors and managers. Knowledge of the mission and the unit in order to provide required support consistent with mission objectives and to coordinate with managers, supervisors, members, customers, dependents, and other offices on human resources issues. Knowledge of standardized fact-finding and research techniques to gather and analyze information related to human resources. Knowledge of other HRO specializations for purposes of interacting and resolving specific issues. GS-11: Must have at least one-year specialized experiences at the GS-09 level or the equivalent. Skill in applying a wide range of human resources (HR) military concepts, practices, Title 10 United States Code (USC) and 32 USC laws, NGB, Air Force regulations, philosophies, structures, policies and precedents sufficient to provide state level comprehensive HR management advisory and technical services in its day-to-day operations of the full-time support program for title 32 AGR's and Active Duty Special Work or Title 10 personnel assigned to the State. Knowledge of Title 5 HR rules, practices, laws, and regulations regarding military member's rights to technician benefits that may be due as a former technician or civil service employee due to the mix-of-the-force policy and to coordinate with technician Human Resources Specialists. Skill in consensus building, negotiating, coalition building, and conflict resolution techniques to interact in emotional situations. Skill in providing services regarding military recruitment/placement, benefits, position management, military human resources management and the military program within the organization. Statement of Difference: The incumbent selected will meet the experience and educational requirements for entry at the developmental level. A locally developed Individual Development Plan (IDP) will be established for the incumbent. This plan will be designed to provide the individual selected with the opportunity to gain the formal on-the-job training for the position. This allows the individual to gain the required knowledge, experience and skills required for promotion to the full operating level of the GS-11 level. The Supervisor and Human Resources Office will be responsible for ensuring the incumbent is performing the full scope of duties and responsibilities listed within the statement of difference when working under normal supervisory controls prior to allowing the individual to be promoted. Education Substitution of Education for Specialized Experience - Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified. GS-9 master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related GS-11 Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related You must provide transcripts or other documentation to support your educational claims.
