Overview:
Oversees business applications administration and business applications support. Develops systems applications and report generation of business applications.
Provides technical and business leadership and coordinates activities of staff engaged in troubleshooting, installation, and repair of hardware and software systems.
Creates, updates and maintains detailed documentation for IT procedures, ensuring clarity and adherence to best practices and industry standards.
Oversees unclassified and classified cyber security to ensure appropriate protection of computer networks in accordance with DOE and NNSA requirements and expectations.
Responsible for the evaluation and determination of new applications needed and the development of systems. Manages the life cycle of business applications as well as hardware and software. Manages joint applications development (JAD) teams to include establishment of project schedules and coordination of work assignments and activities.
Provides project management for new business software systems to include assisting application owner/project team in defining requirements, establishing a scope of work, and developing selection criteria. Guides procurement, installation, testing and implementation. Manages processes by upgrading systems with new releases and models to existing systems to include design, testing and implementation. Manages the design, development and implementation of the electronic content management system.
Ensures unclassified and classified networks maintain certification and accreditation.
Manages configuration and change control process to avoid software applications and hardware that could introduce vulnerabilities and increase risk to an unacceptable level. Evaluates potential software and hardware modifications to the "Q" List for cost effectiveness and compatibility with the network environment and cyber security requirements and ensures it is maintained.
Identifies, mitigates and/or escalates recurring technical malfunctions and problematic systems/processes.
Provides the system administration and management of Microsoft operating systems and virtualization in a combination of Hyper-V and VMware environment. Ensures communication buffers between servers and work stations are checked. Manages network servers and technology tools.
Conducts, oversees or evaluates development of feasibility studies to determine financial, resource and cyber security impact of requests, suggestions or initiatives associated with information technology resources. Troubleshoots issues and outages along with escalating technical problems as required.
Leads Information Resources personnel on software development projects. Maintains liaison with providers and vendors associated with software procurement, project management and/or contractual maintenance support.
Conducts effective provisioning, installation/configuration, operation, and maintenance of systems, hardware, software, and related infrastructure in accordance with standards and project/operational requirements.
Oversees and provides technical leadership for the design and implementation of the Centerra-SRS Intranet and web design and content.
Knowledge/Skills/Abilities & Other Requirements:
Bachelor's degree in Computer Science in Systems and Applications; or other related or equivalent combination of education, training and experience.
Five years of experience in information management, cyber security management, project management or records management to include leading teams in the implementation and protection of major business systems.
Five years of experience administering network applications including use of network software or implementing/maintaining network security.
Experience with a variety of programming languages, software, systems and cyber security best practices; IT hardware and local area networks (LANS); microcomputer maintenance and repair.
Experience with technical writing.
Must be able to obtain/maintain a DOE "Q" security clearance.
