Summary This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15 and the ND-4 encompasses GS-12 and GS-13. You will serve as a SUPV ENGINEER or SUPV SCIENTIST or MANAGER in the Code 15 Sensors & SONAR System Department, Code 155 Surface Ship and Aviation Systems Division, Code 1551 Systems Engineering Branch of NAVUNSEAWARCENDIV NEWPORT RI. ND-5 $116,820 - $191,900 Duties You will oversee Systems engineering for surface ship and aviation sensor and SONAR systems. You will oversee Systems engineering for the Surface Ship Undersea Warfare (SSUSW) Wholeness Program. You will oversee Systems engineering for the Surface Ship Engineering Development (SSED) Program. You will provide line management leadership and support to surface ship and aviation SONAR programs and other programs. You will evaluate branch personnel, approves leave; recommends discipline, awards, promotions and other personnel actions. You will resolve employee complaint; and hear serious problems including those where disciplinary action is proposed. You will plan, organize, assign, and direct new and on-going work; sets objectives for and evaluates subordinate's work. You will determine methods to analyze and monitor costs and forecast budgets to ensure sound fiscal management. You will participate in the design, development, test and evaluation and engineering requirements for complex electro-mechanical devices and systems. You will provide technical leadership for branch tasking for all tasks assigned to their branch, and act as a subject matter expert and technical consultant for technical issues. You will mentor and provide career guidance to a diverse pool of employees. You will be responsible for staffing and hiring for the branch. Requirements Conditions of Employment Must be a US Citizen. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. Specialized experience must demonstrate the following: as a professional engineer or scientist leading the execution or direction of projects, systems development efforts, research or technology for surface ship tactical systems and system engineering requirements. FOR THE ND-4: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-3 (GS-09/11 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
