Job description

Duties Develops procurement plans by reviewing previous history, market conditions, and specifications or technical data packages. Performs detailed analysis of proposals received, ensuring strict compliance with specifications on negotiated procurements, and recommending award based on best overall value to the Government. Analyzes proposal for requirements which range from minor equipment to commodities that are subject to design or specification changes or the introduction of changes in manufacturing processes. Formulates the negotiation strategy, to include preparation, coordination and execution of Business Clearance Memorandums which detail the terms, conditions and pricing strategy for the negotiations. UNCLASSIFIED Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Secret Security clearance. Business travel may be up to 15% of the time. Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. Noncompetitive promotion to the full performance level GS-12 is authorized without further competition when selectee is eligible & recommended by management. In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement for a Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 ; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: QUALIFICATIONS FOR THE GS-11: Specialized Experience required for GS-11:One year of specialized experience which includes: 1). Performing pre-award or post-award contracting functions including Fixed-Price Service, Supply, or Construction contracts; 2). Negotiating extensions of delivery schedules, price adjustments, modifications to contracts, and similar agreements; 3) Recommending issuance of cure or show-cause notices when the contractor is not in compliance with contract provisions; 4). Conducting conferences with contractors to clarify issues on contractual requirements, such as billing procedures, material submittals, and socioeconomic clauses; AND, 5). Reviews completed official contract file to determine that all contractual actions are satisfied. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, business, finance, law, contracting, purchasing, economics or organization and management. QUALIFICATIONS FOR THE GS-12: Specialized Experience required for GS-12: One year of specialized experience which includes: 1). Performing pre award and/or post award functions for a variety of Supply, Service, and/or Construction contracts; 2). Providing guidance to technical personnel involved in the development of the statement of work or data requirements; 3). Determining the sources to be solicited, preparing applicable determinations and findings, and evaluating proposals; 4). Monitoring contractor performance in relation to the completion schedule required by the contract, AND, 5). Providing training to other acquisition professionals on pre award and/or post award functions for Supply, Service, and/or Construction contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
