General Purpose

The position is responsible for functional oversight of the day-to-day operations of a geographic territory, region, location or functional unit that has a significant impact on corporate, business unit, or organizational objectives for Pacific Power and Rocky Mountain Power. Accountable for meeting regulatory requirements to provide shared access to utility poles for third-party telecommunications providers. Serve as an expert resource for joint use related processes and systems. Lead strategic projects and initiatives for new revenue opportunities related to pole attachments. Establish and implement business objectives, strategies, and plans. Manage and allocate financial and employee resources. Implement and support Company programs and policies. Responsible for selecting, coaching, and developing employees; management of employee salaries; and establishment and adherence to department budget

Responsibilities of this position include the following:
  • Plan and manage the work of the functional group. Lead projects and initiatives.
  • Lead the functional team; direct day-to-day activities, and provide guidance and recommendations.
  • Direct and coordinate the supportive services department of the organization.
  • Establish and implement business objectives, strategies and plans to manage performance of joint use related processes and ensure adherence to contractual and regulatory requirements.
  • Prepare and review operational reports and schedules to ensure accuracy and efficiency.
  • Analyze internal processes and recommend and implement procedural or policy changes to improve operations.
  • Oversee the construction of pole attachment projects to improve efficiency and ensure that facilities meet environmental, health, and security standards and comply with government regulations.
  • Develop and implement departmental plans and budgets.
  • Develop departmental policy and strategic plans.
  • Provide expertise in requirements related to third-party usage of pole and tower assets.
  • Oversight, development and implementation of processes and systems.
  • Explore best practices and propose recommended plans of action to leadership.
  • Ensure alignment of company policies and procedures across platforms.
  • Ensure operational and financial risks are mitigated.
  • Act as liaison between the ASC group and the Field Inspection Support group.
  • Develop and deliver training and communications for the Administrative Services Coordinator group, Field Operations, Leadership as well as Field Inspection Support.
  • Provide input into team employee performance reviews. Flag performance and personnel issues for people manager resolution.
Requirements for this position include the following:
  • Bachelor's Degree in Business Administration or a related field; or the equivalent combination of education and experience.
  • A minimum of seven years of experience demonstrating the ability to perform the essential functions of this position.
  • A minimum of three years of people or functional management experience.
  • Management skills including the ability to establish objectives, execute policy, monitor resources, and manage the development or implementation of a system, program or process.
  • Leadership and teamwork skills to provide input into policy decisions and to mobilize resources to produce desired business results.
  • Excellent communication and interpersonal skills to manage and motivate employees, using oral and written communication to deliver objectives and action plans.
  • Knowledge of the Company's strategic plan, objectives for specific area, as well as Company policies, procedures, and practices and federal, state, and local governmental laws and regulations.
  • Proficient with the use of personal computers including spreadsheet, word processing, database and presentation applications.
  • Proven ability to organize multiple complex tasks, ability to prioritize competing issues using limited resources to deliver results within established timeframes.
