Job description
Duties This position is located in an E&IS (Engineering and Installation Squadron). This is an Air National Guard (ANG) Dual Status Position Description requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to define requirements, analyze state-of-the-art information technology systems and develop budget strategy to ensure seamless horizontal and vertical integration of cyber systems supporting existing and emerging expeditionary combat, homeland defense and homeland security missions. Responsibilities include development of short and long-term planning, programming and funding strategies. Incumbent provides guidance and assistance concerning engineering, development, deployment, and validation of command, control, communications, computers, and intelligence (C4I) systems, and ensures these systems are integrated and implemented through cost-effective solutions. The incumbent is responsible for the development and validation of the Base C4I Blueprints and development of architecture to ensure that C4I installations meet customer requirements and conform to Department of Defense (DoD), Air Force (AF) and ANG architecture standards. MAJOR DUTIES: Plans work to be accomplished, sets and adjusts short-term priorities, and prepares schedules for completion of work of the full range of cyberspace systems. Provides highly complex technical solutions to support unique systems requirements for specialized cyberspace systems. Monitors quality control practices and identifies ways to improve production, timeliness, efficiency or quality of work. Monitors reports on system and equipment status, repair actions, modifications, and related matters. Analyzes multiple ANG Wings in multiple States and/or Territories to establish criteria for mission support capabilities, evaluates mission effectiveness, and reports the Wings mission capability. Initiates action required to maintain maximum degrees of efficiency and reliability. Analyzes complex processes and/or a variety of unusual problems, questions or conditions relative to the design and/or selection of management information systems and applications software technology. When warranted, associated information system design or selection may be applied to numerous ANG Wings with like configurations or associated missions. Incumbent is assigned specific responsibility as the subject matter expert for cyberspace systems infrastructure and services and will obtain/maintain IAM Level I certification lAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996, in order to ensure the rigorous application of information security/information assurance policies, principles, and practices in the delivery of all information technology services. Develops feasibility studies and participates in special projects to maintain required programs and support the needs of the user. Coordinates with operational customers, Functional Area Managers, Civil Engineering functions, Architectural and Engineering (A&E) contractors and MAJCOM Facility Programmers on all military construction projects (MCP) sustainment, remodeling and maintenance (SRM) projects and base comprehensive master plans to evaluate potential mission impact on existing and deploying weapons systems and base infrastructure. Performs as a technical advisor to leaders or managers of IT systems. Designs training plans and leads conferences, workshops and task groups of user activities or assists higher headquarters trainers in presenting sessions to train users as required. Based upon study of performance data and suggestions from users, identifies training requirements and provides advanced training to users to ensure new and changing technology is understood and properly used. Reviews and provides commentary on proposed policies, directives, bulletins, training manuals and other written documentation. Represents the organization at meetings and conferences, presents briefings and establishes/maintains effective work relationships at various command levels. Leads and/or participates in discussions, meetings, conferences, committees with DoD, AF, NGB and/or unit-level representatives related to current and projected IT projects which may require influencing or persuading other officials to accept and implement recommendations to use particular methods processes or procedures. Analyzes areas of concern, identifies errors in planning assumptions, identifies system interoperability disconnects and resolves conflicts through persuasive discussions with management and user representatives. Requirements Conditions of Employment This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. The employee must obtain and maintain a Secret clearance. This position requires the employee to travel away from the normal duty station frequently on military and commercial aircraft. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. The employee may be recalled to duty. This position may require employee to occasionally work under adverse environmental conditions. This position conducts information assurance functions. The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements are outlined in DOD Instruction 8570.01-M The employee is required to obtain and maintain appropriate acquisition credentials, e.g., the Defense Acquisition Workforce Improvement Act (DAWIA) IT Level 1 Certification. Qualifications Military Grades: E6 through E7 GENERAL EXPERIENCE : Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE : At least 12 months of work experiences are required that involved assessing the required capabilities to meet unit operations, training, and readiness missions in support of fielding a complex cyberspace weapons system. Competent in evaluating the unit's cyberspace support effectiveness and the unit's maintenance programs, processes, and personnel in meeting established mission goals and objectives. Experienced in evaluating management effectiveness, unit self-inspection compliance requirements; and, the assigned personnel's performance and technical proficiencies. Experienced in coordinating or conducting management organizational studies of staff performance, work measurement, methods, or procedures. Experiences included monitoring unit quality assurance-type programs and ensured adherence to all requirements defined in USAF, AFSPC, ANG, and other applicable directives. Skilled in the ability to interpret technical requirements and made independent judgments that determined organizational compliance with applicable regulations, procedures and practices. Experiences included reviewing workload requirements to ascertain areas where procedures can be combined, distributed, or simplified to increase productivity, efficiency, or effectiveness. Competent in analyzing evaluation results on both quantitative and qualitative basis that provided concise and objective information on mission strengths and weaknesses. Skilled to identify deficiencies, necessary resources, and recommended corrective actions. Previous tasks included organizational management with factual and objective assessments on the unit's capabilities to perform cyberspace support and maintenance missions. Experienced in providing management officials with reports on limiting mission factors, program management opportunities, and availability of operable mission equipment. Experienced in evaluating mission equipment effectiveness. Experiences included administering internal audits, evaluations, and checklists that were designed to ensure conformance with unit mission. Capable in using standardized and locally developed evaluation programs and processes. Experienced in planning and conducting scheduled and unscheduled managerial, personnel, technical and special evaluations. Skilled in cyberspace systems' certifications and implementing quality and reliability plans for assigned cyberspace systems. Experienced in developing plans and procedures for monitoring product certification decisions. Competent in developing, recommending, assisting in implementing and monitoring program process improvements and corrective actions. Knowledgeable in implementing programs and their inter-relationships and applied statistical analysis techniques to measure progress, efficiencies, and trends that impacted on the organizational effectiveness. Experienced in conducting cost-benefits and task analysis to identify more efficient and effective means and methods to achieve desired results.
