Job description

Duties GS-9 Provides broad management advisory services. Analyzes and resolves operational problems and ensures compliance with military human resources policies, regulations, objectives, and management procedures. Interprets Department of Defense (DoD) directed or legislative policies affecting the Military Personnel Data System (MilPDS) and recommends enhancements. Prepares, coordinates, and implements local procedures for system operations. Develops and analyzes management products to determine the adequacy and accuracy of the PDS database. Implements quality procedures used to suspense and assist FSS work centers in correcting Transaction Registers (TR) and other-directed data assessment programs. Reports findings to the supervisor and provides recommended actions to correct negative trends. Validates requests for recurring products and designs them to meet userexpectations within system limitations. Provides timely and accurate distribution of all PDSproducts. Coordinates with The National Guard Bureau, Air National Guard State Headquarters and base functional areas on new data human resources programs and system procedures. Assists in administering Military Personnel Data System training programs for the MPF and other users of the system. Assists in performing formal and informal training on utilization of the Military Personnel Data System, and other related systems to all users. Researches, develops, reviews, and updates training materials to include training outline, lesson plan, and charts. Obtains and arranges classrooms, audiovisual equipment, and on-line computer training aids. Advises managers of methods to limit invalid data input and suggest enhancements to procedures based on a broad knowledge of the human resources career field. Prepares comprehensive human resources management reports. Receives, evaluates, and processes requests and when necessary, develops specialized products to meet unique analytical needs. Develops, establishes, and maintains work function training programs. Plans and schedules tasks and training activities for traditional status guard members. Prepares and provides formal and informal training to PDS users. Assists with on-the-job training (OJT) for personnel. Develops lesson plans. Ensures availability of facilities and training aids. Monitors the training status of personnel and ensures that supplemental and/or remedial training is accomplished. GS 11 Serves as the primary point of contact to ensure the effective operation of satellite human resources interface with United States Air Force (USAF) servers and related human resources computers both hardware and software. Provides training on utilization of the different components of the Military Personnel Data System (MILPDS). Provides technical guidance regarding the overall scope of the MILPDS and interfacing systems to identify and solve personnel system related problems, which could inhibit or prevent a high state of readiness. Serves as the system manager for case management tracking systems. Responds to inquiries from all MAJCOM managers, base- level personnel system managers, and Defense Finance and Accounting System (DFAS) personnel. Plans, directs, controls all aspects of the various Personnel Data Systems (PDS). Manages, directs, and controls the operation of PDS to include the Military Personnel Data System (MilPDS), Virtual Personnel Center (vPC), Personnel Records Display Application (PRDA) Enterprise Output Manager (EOM) and others, and related systems interfaces. Serves as a system account manager. Provides PDS customers with technical assistance/training to current users of applicable systems. Promote the use of PDS by providing instructions to functional area users on automated applications and systems such as, but not limited to Military Personnel Data System (MILPDS), Oracle Business Intelligence Enterprise Edition (OBIEE),Command Human Resources Information Systems (CHRIS), Virtual Military personnel Flight Suite of Applications (vMPF), Personnel Records Display Application (PRDA), Retrieval Access Website(RAW), and my FSS. Supports users by approving requests for higher level access, such as Commander, MPF, and MAJCOM level when authorized. Provides military personnel advisory services to commanders and staff on all personnel systems programs. Provide staff advisory guidance and technical assistance to commanders and management officials requiring or requesting access or utilization of information contained in the various PDS. Analyze data and subsequent determinations regarding any number of personnel matters which may involve or affect Title 32 Technicians, Title 5 Employees, AGRs Traditional Guardsmen, and/or their family members. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Must be able to obtain and maintain a Secret Security Clearance. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours. May be required to travel by car, in military and/or commercial aircraft and by other means of transportation as appropriate to perform temporary duty assignments. The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory. This is a National Guard dual status technician position which requires military membership. Qualifications Military Grades: E-5 through E-7 GENERAL EXPERIENCE : All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE : GS-09 - Must have at least 12 months experience equivalent to the GS-07. Experiences that demonstrated the particular knowledge, skills, and abilities (Competencies/KSAs) to successfully perform the duties of the position. Knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Knowledge in training centers, training programs, schools, and units for these systems. Have experiences in conducting and developing education and training programs. Also, experienced in conducting, supervising, or developing education or training programs. Knowledge in the Army or Air Force education and training policy requirements. Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge is mandatory of audio-visual presentations, educational tests and measurements, and instructing techniques. Knowledge is mandatory of Army or Air Force education and training programs in regard to their principles, policies, and procedures. Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products. Must have effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures. Experiences in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts. Experienced and effective communicator. Abilities and experiences in presenting professional courses and briefings; and proficient capabilities in writing reports and records. Experiences as a participant and presenter during training and military or civilian conference events. Experiences in organizing and preparing instructional materials. Understands and applies formal training objectives. Able to develop course syllabi, training project outlines, and daily and weekly lesson plans. Experienced in preparing assignments, laboratory exercises, demonstrations, training aids
