Job description

Duties Develop law enforcement programs and operating plans for the installation and is responsible for planning, supervising, and managing the operations of the division. Review and evaluate staff actions for adherence to organizational policy. Plan for current and long-range operations based on workload trends and projected requirements. Establish training programs within the department to ensure initial training, sustainment training and training on new policy and law is conducted. Advise top-level installation managers on police department issues impacting them and develop acceptable solutions to problems. Identify problem areas and makes necessary changes in policies and procedures to correct deficiencies and to meet short and long range objectives. Direct the law enforcement staff directly or indirectly through subordinate supervisors performing the various police functions. Maintain good grievance procedures and personally resolve significant employee and group complaint seeking assistance as necessary. Perform liaison with other military and civilian law enforcement agencies within the area to discuss problems, inter-agency support, future plans and needs, and exchange of information. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent must be able obtain and maintain a valid (Secret) security investigation Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes. These include, but not limited to: weapons qualifications, first aid/CPR and National Incident Management System (NIMS) training requirements. Incumbent must meet the requirements of AR 190-56: Comply with and maintain the requirements of the Individual Reliability Program (IRP). Successfully pass a pre-employment and recurring medical / psychiatric evaluation. Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter. This is a drug testing designated position (TDP) under the Department of the Army Drug- Free Federal Workplace Program. Signing of a DA Form 5019, acknowledging pre-appointment drug test and periodic random drug testing requirements. The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position. Incumbent is subject to removal from the position if convicted of a felony in accordance with Section 639 of P.L. 106-554 effective January 20, 2001. Incumbent must possess a valid state driver's license and be able to obtain and maintain a government motor vehicle operator's license. Official Temporary Duty (TDY) travel up to 10% of the time may be required. Successfully graduated from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General. Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals. Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
