Job description

Duties DUTY 1: Performs Career Broadening assignments; Provides enterprise and subordinate organizations with authoritative guidance on aspects concerning physical security programs for the protection of classified national security information, both Sensitive Compartmented Information (SCI) and collateral information. Manages the physical security requirements for Sensitive Compartmented Information Facility (SCIFs). Reviews pre-coordination requirements and recommends approval/disapproval prior to the construction of new SCIFs to include concepts of approval, fixed facility checklists, and formal accreditation. Recommends approval/disapproval prior to the accreditation of Temporary Secure Working Area (TSWA) requests on behalf of the enterprise IAW DoD and AF regulations. DUTY 2: Administers the Information Security program. Serves as a security professional for the development, testing, fielding, and protection of sensitive technologies. Researches, interprets, analyzes and applies security guidelines from various sources for local application. Develops and implements security plans and procedures such as standard operating procedures, system security, program test, treaty verification preparation, deployment, and operations security (OPSEC) plans for personnel and facilities that support advanced or special programs and sensitive compartmented information material. Conducts and documents regular self-inspections of special access program facilities and operations. Assesses the security posture and sets goals and courses of action to correct deficiencies. Maintains Top Secret Control Accounts, and strict accountability of other accountable material. DUTY 3: Administers the Industrial Security Program. Implements and administers the Industrial Security Program through the use of DoD, USAF and MAJCOM directives and procedures. Manages contractor-related security actions for the protection of special access program information and other sensitive information originated or controlled by the DoD and other agencies. Reviews solicitation and contract documents to ensure they include the appropriate security clauses and verbiage. Assists with input of security requirements within Statement of Work, Performance Work Statements or Statement of Objectives. May conduct industrial security inspections of integrated contractor work areas for adherence to classified contractual efforts in accordance with the Visitor Group Security Agreement and the National Industrial Security Program Manual. Reviews DD Form 254, DoD Contract Security Classification Specifications for technical accuracy and sufficiency of classification guidance prior to approval. DUTY 4: Administers the Personnel Security Program. Establishes local procedures for processing requests for classified information access for military, civilian, and contractor personnel. Initiates and reviews requests for personnel security investigations consistent with directives. Responsible for the classification management program and supports special access program manager in developing classification guidance and making personnel security decisions. Ensures requests for program access are properly screened and verified, and that all necessary forms and documentation have been completed before processing for access. Career Broadening positions are managed by AFPC/DPCZA and are centrally funded. Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager. Career Broadening also provides training and developmental opportunities at various organizational levels. These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition Position may be subject to random drug testing Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays Shift work and emergency overtime may be required Employee must maintain current certifications PCS LINK: Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Series quals: Group quals: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Knowledge of a wide range of security disciplines, concepts, principles, practices and requirements encompassed within the overall IP realm to include: Information Security, Personnel Security, Industrial Security, International Security, Threat Analysis, Insider Threat Program Acquisition Security, Program Protection, Physical Security, Personnel Security, Operations Security, Foreign Disclosure, and Information Assurance/Cybersecurity. Knowledge and expertise of all facets of DoD Security Programs' practices, procedures, and regulations applicable to the performance of a full range of security administration responsibilities. Knowledge of and high degree of skill in analyzing and comparing cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce fully justified security countermeasure options that can be presented to higher levels of management for use in defending fiscal decisions. Knowledge and ability to plan, organize, develop studies or projects and to negotiate with senior management to accept and implement recommendations, where the proposals may involve substantial resources, require extensive changes in established concepts and procedures, or may be in conflict with previous programming actions. Knowledge and ability to consider alternatives in managing unique programs, including resource management, relationships to other federal protective programs, and overlapping requirements between AF and private organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of information protection, enterprise risk management and program protection safeguarding concepts, principles, and practices. 2. Thorough knowledge of requirements for personnel security, insider threat and industrial security programs. 3. Thorough knowledge of physical security requirements for Sensitive Compartmented Information facilities 4. Skill in writing and briefing to synthesize complex issues and present information to senior leaders. 5. Skill and ability to plan, organize complex work, and meet critical deadlines imposed by AFMC and AFLCMC. 6. Ability to establish effective professional working relationships with other security subject matter experts contributing to a cooperative and academic environment and successful accomplishment of the AFMC mission Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcriptswith the application. Additional information PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months Defense National Relocation Program may or may not be Authorized This is a formal Security Specialist Career Broadening position, assignment duration is limited to 36 months.
