Job description

Duties Serves as a PTA on threat modeling, simulation, and analysis (MS&A) to the Chief Modeling and Simulation Officer (CMSO), and NASIC Squadron's personnel to support and enable the engineering design and M&S based analysis of threat systems and system-of-systems across NASIC's mission. Leads the application of DoD, Air Force, and Intelligence Community policy, directives, instructions, and standards to Center M&S developments and products to ensure compliance, sustainability, scalability, reliability, and consistency. Leads the development of NASIC M&S tradecraft in concert with the DTAC and standards in concert with the M&S community. Leads and assists with customer engagements with the analysis, acquisition, testing, training, and operational communities requiring cross Squadron MS&A support. Assists the Center with the review of M&S production requests and negotiation with customers to satisfy their requirements; as required, coordinates with the Squadrons and across NASIC to identify capabilities/gaps and obtain concurrence. Represents NASIC, and on occasion, the Service as an expert on: NASIC's threat modeling and simulation; M&S tradecraft and standards; M&S policy; and M&S gaps and challenges at various DoD, national and international level working groups. Leads and serves on review committees with national and international representation to assist the CMSO with community coordination; advocate for the use of authoritative, IC M&S; establish and lead joint M&S efforts; and participate in other projects as assigned. Requires a Bachelor's of Science Degree in Engineering, physics, computer science, from an accredited institution, related engineering disciplines, or its equivalent experience. A professional degree at the bachelor's level from an ABET accredited institution is required. An advanced degree in engineering is preferred. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. A non-disclosure agreement must be signed. Position is special-sensitive and requires eligibility for access to SCI, other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs to fully perform the duties and responsibilities of the position. Qualifications This is an Interdisciplinary position that may be filled as an Operations Research Analyst, GG-1515-14, Electronics Engineer, GG-0855-14, Physicist GG-1310-14, Mathematician, GG-1520-14, or Computer Scientist, GG-1550-14. This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: ELECTRONICS ENGINEER 0855 A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. OR B.Combination of education and experience courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. MATHEMATICIAN 1520 A. Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics. OR B. Combination of education and experience courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education. COMPUTER SCIENTIST 1550 A. Degree: Computer Science OR B.Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts covering services acquisition planning; knowledge of principles, policies, and practices of systems acquisition and program management; knowledge of multi-disciplinary topics such as operations research, electrical engineering, computer science, physics, mathematics as well as concepts, principles, standards, methods, techniques, practices, and procedures to effectively apply engineering theories, principles, and concepts to new threat analysis applications and software developments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. Professional knowledge of multi-disciplinary topics such as operations research, electrical engineering, computer science, physics, mathematics as well as concepts, principles, standards, methods, techniques, practices, and procedures to effectively apply engineering theories, principles, and concepts to new threat analysis applications and software developments. 2. Professional knowledge of principles, concepts, and methodologies of modeling and simulation, all-source scientific and technical intelligence (S&TI) analysis including Intelligence Community Directives such as ICD 203/206, software development, technical project management, and associated production processes/policies to perform modeling, simulation, and analysis across the spectrum of the National Air and Space Intelligence Center's mission. 3. Professional knowledge of the mission, role, function, organizational structure, operation, and policy of the DoD, Air Force, and Intelligence Community; and their communication and information infrastructures and organizations. 4.
