This is a full-time position (40 hours per week) with State Benefits The primary responsibility for this position is to serve as the organizational expert regarding National Environmental Policy Act (NEPA), State Environmental Policy Act (SEPA), Environmental Condition of Property (ECOP), and Environmental Baseline Studies (EBS). This Position exist to develop, coordinate, administer and monitor the Environmental Review and ECOP portions of the North Carolina Army National Guard (NCARNG) Statewide Environmental Program to ensure compliance with the NEPA of 1969, NGB-ILE ECOP Policy and with related Federal, State and local environmental laws and regulations. The employee reports to the Director of Environmental Management, and serves as the primary point of contact pertaining to NEPA and ECOP for NCARNG facilities statewide, National Guard Bureau (NGB), and other Federal and State agencies. The position works closely with but not limited to the following clients to determine scope and needs of environmental documentation: all directors and staff of CFMO, Commands and Units of NCARNG, NGB, DOD agencies, architects and engineers. Works closely with NC state agencies and departments including Department Public Safety, Department of Environmental Quality (DEQ), State Historic Preservation Office (SHPO), Tribal Historic Preservation Offices (THPO), NC Department Natural and Cultural Resources, Attorney General. Works closely with Federal agencies including, US Army Corps of Engineers, Fish and Wildlife Service, Department of Interior, Environmental Protection Agency (EPA), material manufacturers and representatives, local officials, ADHOC groups and committees, and concerned citizens. The position prepares department environmental documentation to ensure appropriateness accuracy, completeness and compliance with applicable laws and regulations. Documents include Environmental Impact Statement (EIS), Environmental Assessments (EA), Environmental Assessment Worksheets (EAW), Environmental Checklists, and Records of Environmental Consideration (REC). Conducts transaction screening analysis of property owned by the Department or property the Department is considering for acquisition so that the Department is aware of potential environmental liability. Responsible for generating or contracting for Preconstruction Analysis (PCA) for MILCON or other Federally funded construction activities. Conducts onsite inspection, research, and interviews of people to determine evidence of contamination from past practices. Acts as principal staff specialist for NEPA issues and provides technical assistance to department staff in understanding and following requirements specified by the National Environmental Policy Act. Reviews project/action documentation to ensure compliance with the state environmental review process. Ensures all documentation is maintained in Vault shared database system. Note to Current State Employees: The Salary Grade for this position is NC12. Qualified applicants must document on the application that they possess ALL of the following: Documented experience working with Federal and State environmental laws, regulations and Policies. Documented experience in managing multiple projects simultaneously. Documented Basic level experience in reviewing construction designs and reading/interpreting plans and specifications related fields of work in Architecture and Civil designs. Documented experience in analyzing, manipulating and evaluating information/data and preparing detailed reports. Documented experience working with environmental studies related to Natural and Cultural Resources, NEPA, SEPA, ECOP, or similar field. Documented experience conveying scientific information to individuals or groups, presenting program summaries, and giving professional presentations. Documented knowledge and experience with computers, including Microsoft Word, Excel, Outlook and Adobe Acrobat Pro. Management Preferences: Prefer applicants working within or past work experience in State Government, Federal Government, or National Guard. Department of Defense Common Access Card (CAC) preferred, but not a requirement. Familiar with Army/National Guard Organization and Military environment. Familiar with Army writing style/correspondence. Prefer one year of Natural and Cultural Resource Management experience, NEPA, ECOP, or similar work experience in Agricultural, Biological, Environmental Engineering, Ecology, Environmental or Natural Resource sciences but not a requirement. Prior experience with State Historical Preservation Office Procedures and Guidelines and experience managing environmental and Cultural projects preferred, but not a requirement. Basic level experience in reviewing construction designs and reading/interpreting plans and specifications related fields of work in Architecture and Civil designs.
