Job description

Duties Employs expert knowledge in the technical analysis, implementation, and continuous review of enterprise automation and tele- and data-communications systems, and networks and programs. Coordinate the application of current and emerging concepts and programs such as Enterprise IT, Army Campaign Plan, Army Strategic Plan, IT Investment Accountability, Modular Force Review, and Total Army Analysis. Reviews and assess the impact of signal commercialization projects on the Army Information Infrastructure enterprise. Directs, oversees, and conducts short, mid, and long-term projects related to installation modernization projects and programs. Facilitates, coordinates, monitors and develops recommendations relating to the organization and capabilities of enterprise information technology projects and programs. Provides input to division for planning, programming and budget submissions and out-of-cycle resource requirements. Supervises and directs the daily operations of the Enterprise Services Branch staff, assigns tasks, and sets priorities. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment. A pre-employment and recurring background investigation that includes contact with references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service are required. The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. This is a Term position scheduled to last 2 years. A term position may be extended to a maximum of six years depending upon the needs of management. This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed. Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R. This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. This position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. Failure to obtain this certification within the required time may subject the selectee to adverse action. Specialized Experience: One year of specialized experience equivalent to the GS-13 one year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes (1) providing guidance regarding objectives, priorities, and resources (2) making recommendations regarding policy; (3) providing advice regarding unusual or unprecedented problems; (4) reviewing work, communicating results, and addressing issues or potential controversial matters. Ensuring work meets objectives, adheres to policies, and meets deadlines AND (5) supervising and providing project management support for assigned projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
