Job description
Mayvin is seeking a highly motivated Senior Acquisitions Project Manager with a technology background to specialize in the procurement and contracting of Information Electronics and Communications Technology (IECT) supporting USSOCOM on Ft. Liberty. The Acquisition Project Manager will be responsible for getting mission operators the IT products and services they need, when they need them, at fair prices while complying with complex laws and policies. The PM will be responsible for assigned procurement projects that support IECT; Information system (IS), Audio Visual Systems (AVS), and Command, Control, Communication, Computer, Cyber, Intel, Surveillance and Reconnaissance (C5ISR) systems, products, services, integrations, fielding, training and continued sustainment for customer requirements ranging in value from a twenty thousand dollar to multi-million-dollar purchases. Must be a U.S. Citize Must possess a Top Secret Clearance Responsibilities: Serve as a high-level expert in government procurement, providing strategic coordination, advice, and guidance to the Warfighter, Program Managers, System Engineers, Contracting Officers, Logisticians, Finance, Security, and other key stakeholders. Work as a key collaborator on all phases of assigned acquisition projects throughout their life cycles and serve as a subject matter expert on Federal and Departmental Acquisition Regulations (FAR), (AFAR), (DFAR), along with Technology, Security, Logistics, MOU, MOA and agency policy and guidance providing counsel on complex procurement, technology and contracting issues. Gather C5ISR IECT mission requirements and assist the customer with further defining the need/requirements for the goods or services. Review initial tasking and programming documents received from higher headquarters, Program Offices, and Industry to determine impact on assigned projects. Develop comprehensive procurement strategies, including market research, statement of work development, and source selection criteria for complex procurements. Assist stakeholders with the development of the Acquisition Requirement Package (ARP) and the follow-on Procurement Requirement and Commitment (PR&C) Package. Request information, quotes, bids, and proposals from vendors and lead and/or assist contract negotiations, ensuring fair and competitive pricing while meeting program requirements. Review bids and proposals to determine the best vendor, contract strategy, and development of the PR&C and lead and/or facilitate source selection teams, evaluate complex contractor proposals, and make recommendations for contract award. Submit electronic forms and ensure accurate program, project, and financial data is captured properly within the General Fund Enterprise Business System (GFEBS) and the Technology Application Office (TAO) Enterprise Acquisition Management System (TEAMS). Provide technical direction and oversight of contractors delivering products or performing services in accordance with contracts. Monitor performance and deliverables of a contract to ensure contractor compliance, quality, and timeliness. Confirm proper delivery of goods and services and authorize timely invoice payment. Assist logistic personnel and process with shipping, handling, tracking, accounting for, and assistance to resolve logistic issues. Maintain continuous contact with the industry, engaging them in activities of interest to strategic and other non-tactical communication.
