Job description

Duties You will ensure that available personnel resources are equitably apportioned. You will issue Station Special Orders, as appropriate, for reassignments internal to the command. You will advise the Director when the personnel on hand is projected to drop past certain percentages. You will advise on the implications of manpower requirements, to include reorganization or new initiatives. You will serve as the manager for military officer personnel assignments, manning levels, staffing, and developing sourcing solutions for permanent manpower requirements. You will monitor officer authorizations and assignments to ensure Tables of Organization are accurately aligned with authorized strength and staffing goals. You will compile statistical data and prepare reports on decisions and recommendations. You will prepare correspondence to respond to queries from high-level management or others regarding Officer assignments. You will provide guidance, interpretation, training, and insight to supervisors concerning the management of personnel. You will receive briefs, updates, and informal communications from supervisors concerning the status and current problem areas attributed to staffing. You will direct the retrieval of personnel reports, often times encompassing the entire Station, upon request. You will advise and provide counsel to subordinates regarding policies, procedures, and directives. You will explain performance expectations to personnel and provides regular feedback on strengths and weaknesses. You will plan and establish section priorities, work schedule deadlines, standards of acceptable work, and tracks progress and quality of work. You will write appraisals as first level supervisor and acts as Higher-Level Reviewer. You will hear and resolve complaints and refer serious unresolved complaints to the appropriate higher authority. You will initiate action to correct performance or conduct problems utilizing unofficial and official counseling and recommends action in more serious cases to higher authority. You will establish and maintain a system of internal management controls to ensure that resources are used in an efficient and effective manner and conduct assessments to assure its effectiveness. You will source, identify, and process personnel from this organization to deploy in support of current exercises. You will coordinate and consolidate the accountability of the command's personnel and civilian employees during natural disasters or other emergency situations taking place aboard the Station. You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : Supervisory of staff, staffing, assignments, accountability, Individual Augment (IA) quota fills, contingency and station support planning, and ensuring compliance with all governing regulations and policies. Examples of Qualifying Experience: Developing short-term and long-range plans, establishing priorities, interpreting and ensuring compliance with regulations, and providing policy recommendations.
