S:US is seeking a Progam Director for their short term homeless prevention program, Home Base.
This position is located at 516 West 181 Street New York, NY 10033
Position Overview:
The Program Director (PD) manages operations, daily service delivery, compliance and coordination of services for Homebase. They oversee all functions of the program, including eviction prevention, subsidy coordination, financial assistance, diversion and other services under the HRA contract. The Program Director will ensure that Homebase is fully executing on targets and effectively providing high-quality services. They will also be dedicated to the core values of S:US and the HRA program, leading and developing the team in its adoption of best practices in the field. They drive program CQI efforts to ensure excellence in service delivery, program compliance and client satisfaction.
Job Functions:
Leads Homebase staff in daily operations, service delivery and program implementation efforts for all populations (ESG, non-ESG, Aftercare, and Special Projects).
Oversees the delivery and documentation of core Homebase services, ensuring that services are delivered in accordance with the Homebase contract and S:US' policies and core values.
Develops, monitors and evaluates program work plans, outputs and processes to ensure goals are met. Identifies and implements actions to improve goal attainment as necessary.
Drives improved service delivery in a fast-paced/high-demand environment.
Monitors program outcomes and core services (e.g., program enrollment targets, referrals and engagement, mandatory paperwork, CARES/CURRENT data reports, S:US, PCS/HRA requirements).
Regularly performs reviews of charts, financial assistance, voucher/subsidy applications and processes, ensuring that the program's recordkeeping in CARES and other systems is timely accurate and complete.
Directly supervises a staff of senior managers, including the Assistant Director, Office Manager and designated team members as needed.
Provides leadership for the team, especially training, supervision, problem-solving for difficult or stagnant cases, and guidance on program standards.
Supports staff with participant crisis management and prioritization of services.
Participates-in and monitors the recruitment/hiring of staff and employment development.
Establishes expert-level knowledge of the Homebase sourcebook and relevant program information. Remains current and updated on new regulations, policies, industry trends, and best practices.
Works with the Regional Director, VP and S:US Finance Dept to adhere to the fiscal year budget(s).
Reviews and approves financial assistance requests, supervisory reviews, subsidy applications as needed on a weekly basis.
Establishes and reinforces the use of best practices for best-in class service delivery and documentation.
Completes timely submission of reports, inquiries, responses to internal and external stakeholders.
Regularly drives program improvements and supports all compliance/audit preparation activities, and ongoing QA efforts with agency leadership.
Supports ongoing improvements to participant satisfaction.
Participates in HRA and program meetings and leads staff meetings, case conferences, partners meetings as appropriate.
Responds to stakeholder needs promptly, accurately and with courtesy and respect. Models appropriate behavior and represents the organization in a positive and appropriate manner.
Develops and updates program policies & procedures governing the provision of services to consumers and day to day program operations.
Qualifications:
Bachelor's degree Required, Master's degree Preferred
Minimum of 6 years of professional experience, including at least 4 years of managerial experience in a professional function
Effective written and oral communication skills.
PREFERRED QUALIFICATIONS & SKILLS
Strong leadership skills to manage, coach, and develop program staff and managers.
Knowledge of systems approach to prevention and ability to integrate system and services and leverage existing community assets and resources.
Qualified applicants will be comfortable leading a team in a changing environment, as service models and payment models will likely transition.
Qualified applicants will be innovative in developing and/or improving program design and service delivery.
