Position Purpose:
The Planning Supervisor is responsible for planning, scheduling and coordinating all aspects of such work to be performed for United Water New Rochelle and United Water Westchester. Will be responsible for short and long-term planning. Administer management policies and directives; trains and evaluates staff on performance of work as it relates to the planning and scheduling functions.
The role of the Maintenance Planner is to improve work force productivity and work quality by anticipating and eliminating potential delays through planning and coordination of all available resources including manpower, materials and equipment. He/she is responsible for planning, scheduling and coordinating all aspects of such work to be performed for Veolia Westchester. They will be responsible for short- and long-term planning. Administers management policies and directives; trains and evaluates staff on performance of work as it relates to the planning and scheduling functions. The planning and scheduling function is the hub from which all known maintenance activity is coordinated. It is the process of describing a job in terms of how it is to be performed and what resources will be required. S/he is the principal contact person between the Maintenance and Operations groups in relation to the planning and scheduling of daily work activities.
Primary Duties/Responsibilities:
Understanding of aspects of jobs within Operations group well enough that he/she can describe what is to be accomplished and can estimate the required man-hours and resources to be allocated.
Is the principal contact and liaison person between T&D Department System Maintenance and Production, along with other supported departments.
Is responsible for long-range as well as short-range planning. Long-range planning involves the regular analysis of backlog relative to available resources. These two basic variables must be kept in balance if a proactive maintenance environment is to be established and sustained.

Responsible for the full utilization and user training associated with the current and future InFor CMMS database management systems for Westchester Toms River. This system tracks operational and financial information providing management with accurate, comprehensive and timely information regarding the status and trend of the Company operations. The collection of this information is critical in the reporting of statistical information to the NYSPSC Board of Public Utilities, rate cases, monthly preparation and review of performance measures and indicators established by management as well as the capital & expense monthly accruals. Incumbent is responsible for system testing, and implementation of the integrated business systems used in decision making including within Westchester Toms River. All updates and system testing are coordinated through the incumbent, and properly designed for the business unit. Incumbent will be defined as the "subject matter expert" in field of maintenance management system, for the above and below ground facilities systems.
Weekly review of performance indicators (KPI) as they relate to schedule compliance, staff utilization, efficiencies, overtime, backlog and non-value added time. Additionally, review with dept supervisors/company Managers the next week's work schedule. Required Key Performance Indicators (K.P.I.s) to be reported weekly to dept/company manager and general manager.
Ability to prepare written technical reports and interact effectively and diplomatically with management and/or bargaining unit employees as well as regulators, consultants, municipal officials, health officers, customers, contractors, and the general public.
Knowledge of applicable health and safety regulations, practices, procedures and water quality monitoring practices, along with all other water industry standards.
Monitor and adhere to departmental operational and capital budgets
Organize workload to comply with deadlines and priorities, work independently to complete routine department functions and prepare and handle confidential correspondence and reports for review by Management.
Clearly communicate staff's duties and responsibilities, work policies, rules and regulations.
Establish procedures for handling contingencies and emergencies, and planning for adequately staffing for emergencies and absences.
Maintains department records and files
Participate in developing and implementing the department's operational scheduling and standard operating procedures.
Manage work in progress of private contractors to verify the quality of work as well as accuracy and completeness of work, reports and invoices submitted to Westchester. Provide assistance to the Engineering Department in the prioritization of the Capital Projects
Provide control report and progress graph charts for regular analysis and corrective actions
Must be able to respond to emergency calls and work extended hours as needed (The incumbent must be a member of the Westchester On Call Team and be part of the Emergency On Call Rotation.
Provide support on special projects as assigned by the Manager of Asset & Workforce Management and/or Westchester's management team
