Job description
Duties As a Supervisory Environmental Protection Specialist, GS-0028-12, you will serve as the State ARNG Environmental Program Manager with responsibility for supervising and managing the state environmental program in conformance with Federal, state, and local rules and regulations. Serves as the focal point and technical expert to the Adjutant General; and provides advisory services to all units within the state regarding National Environmental Policy Act (NEPA), Installation Restoration Program (IRP), Air Quality, Water Quality, Hazardous Waste Management and various other environmental programs. Ensures that applicable Federal, state, and local environmental standards, regulations and laws are maintained. Assures compliance with policies, regulations, and Federal, state, and local statutes. Supervises technician and/or state personnel engaged in a variety of work directly related to the state environmental program. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Qualifications Military Grades: Officer Only GENERAL EXPERIENCE : Progressively responsible clerical experience or other work which demonstrated the ability to acquire and to apply a practical knowledge and understanding of the program objectives, policies, procedures, and requirements relating to the work of the position. SPECIALIZED EXPERIENCE : Experience, education or training which included administrative, clerical or support duties, such as, compiling reports, letters, memoranda, etc., and required person-to person contacts to convey information that are typically in or related to the work of the position to be filled. Experience using computers and automation systems. Experience demonstrating the ability to follow agency directives regarding the principles, practices, and concepts of an environmental program. 1 year specialized experience to at least the next lower grade that provided experience, education or training demonstrating the knowledge of the principles, practices, and concepts of an environmental program sufficient to serve as the expert technical advisor on the various environmental programs. Experience demonstrating knowledge of environmental issues, problems and solutions regarding federal, state, rural and community environmental regulations. Experience in program planning or administration concerned with environmental protection or other activities related to environmental problems. Experience in an advisory or research capacity involving the creation of solutions to problems concerning environmental protection or other related activities. Experience using on-site investigation techniques, analysis of results and development of conclusions to insure conformance to environmental regulations.
