Job Summary:
The Fiscal Director will oversee all fiscal matters, ensuring strict compliance with HUD, HRA, OASAS 800, and 819/820 regulations for Intensive Residential Treatment. This role involves managing financial reporting, budgeting, and the administration of payroll and benefits while collaborating closely with the Executive Director and supervising the Third-Party Specialist.
Essential Functions:
Financial Reporting & Compliance:
Oversee the preparation of fiscal materials for OASAS, including monthly financial reports, budgets, and revisions.
Ensure compliance with all relevant regulations.
Budget Management:
Review and recommend acquisitions of equipment and other tangible property.
Maintain records of approved purchase commitments and monitor spending against the budget.
Payroll & Employee Benefits:
Oversee payroll administration, payroll taxes, and employee benefits in compliance with federal, state, and local agencies.
Accounting Activities:
Manage monthly accounting activities and month-end closings to ensure accurate records for reporting and analysis.
Monitor cash flow, make projections, and recommend solutions for any cash position issues to the Executive Director.
Audit Liaison:
Serve as a liaison with independent public accountants for year-end audits and special assignments.
Billing Operations:
Oversee the billing department's operations, including medical coding, charge entry, claims submissions, payment posting, and accounts receivable management.
Ensure compliance with HCBS and 820 coding and billing regulations.
Team Supervision:
Supervise the Billing Coordinator, analyzing billing and claims for accuracy and completeness.
Prepare and analyze accounts receivable reports and keep the team updated on carrier rule changes.
Additional Responsibilities:
Approve financial reports to the Board of Directors and perform other duties as designated by the Chief Financial Officer or Chief Executive Director.
Qualifications/Basic Job Requirements:
Education:
Bachelor's degree in Accounting.
Experience:
Minimum of 5 years in a hands-on accounting environment, familiar with transaction processing systems and financial reporting.
Desire to Work in a Drug Residential Facility:
Commitment to the mission and an understanding of the unique challenges of the environment.
Flexibility:
Willingness to maintain a flexible schedule, including weekends as needed.
Related Skills or Knowledge:
Strong interpersonal and organizational skills.
Ability to work collaboratively with various stakeholders.
Proficiency in financial software and Microsoft Excel.
