Job description
Duties Plans, organizes, and directs the activities of the AFOTEC Communications and Information Directorate, ensuring the Directorate complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Serves as the Authorizing Official Designated Representative (AODR). Serves as the primary catalyst for integration of technology, services, infrastructure, and tools, and brings significant savings and return on investment to AFOTEC through the transformation of the command's IT Portfolio. Represents the Communications and Information Directorate with a variety of command and functional area organizations. Overtime and/or emergency overtime may be required. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Incumbent must be able to obtain and maintain a Top Secret clearance as a condition of employment. A background in IT strategy and operations/maintenance, program management, enterprise architecture, policies/standards, software development, and life-cycle management is highly desirable. An advanced degree in information systems/resource management, computer science, engineering, business management, or similarly appropriate technical field is highly desired. Must achieve IA Management Level III certification within 6-months of hire (in accordance with DoD 8570.01 M). Failure to receive the proper IA certification may result in removal from this position. Experience in IT system certification and accreditation, with an emphasis on Risk Management Framework for DoD Information Technology is highly desired. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Illegal use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety (AFI 44-107 Air Force Civilian Drug Demand Reduction Program, 7 April 2010). A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement. Position is Centrally Managed by the Cyberspace and Information Technology CFT, DNRP is authorized. Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-13 (or equivalent in other pay systems) which includes application of a wide range of IT principles, concepts, and methods; specializing in one or more IT areas such as systems administration, systems analysis, and enterprise architecture. Skill to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness to state-of-the-art technology. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of a wide range of IT principles, concepts, and methods; specializing in one or more IT areas such as systems administration, systems analysis, and enterprise architecture. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans; or equivalent knowledge. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements. Skill to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. Skill to communicate effectively, both orally and in writing; clearly, concisely, and with technical accuracy. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization; and apply agency safety, security, personnel management, and EEO regulations, practices, and procedures PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
