Job description

Duties DUTY 1: Performs career broadening assignments as Occupational Safety Manager. Provides expertise in occupational safety policy, plans, and program execution. Plans, develops, organizes, administers, evaluates and coordinates a comprehensive AF safety and occupational health program that affects all AF installations and operations worldwide. Program execution critically affects the operational readiness of the AF mission. Analyzes and resolves diverse critical safety risk hazards safety issues and military unique situations. Negotiates complex safety and operational issues for the full range of AF missions. Develops and prepares guidance to implement changes to current standards, codes, and instructions which affect a full range of AF functions. Reviews, interprets and formulates AF requirements and provides recommendations on proposed new rules, instructions, standards, and inquiries from higher headquarters and external agencies and regulatory organizations. DUTY 2: Career broadening assignments involve providing guidance and management advisory services on a variety of occupational safety issues. Assists in management of the AF Occupational Safety, Health and Fire Protection programs. Provides technical expertise by assisting in the interpretation of program guidance to DoD, Air Staff, MAJCOM/DRU/FOA, senior management, functional managers on areas of program implementation, contract safety, standards and requirements. Assists in the conduct of MAJCOM/DRU/FOA safety program evaluations. Assists management with the AF Hazard Abatement Program to ensure compliance. Assists team leader in evaluating and validating compliance to OSHA, DoD, AF standards, instructions and AFOSH Standards. Provides commanders with a complete and comprehensive assessment of their Occupational Safety program requirements. Coordinates with MAJCOM/DRU/FOAs to manage the Air Force Hazard Abatement Program by thoroughly reviewing, validating, and tracking risk assessment accomplishments of hazardous conditions and OSHA Notices of Violation. DUTY 3: Career Broadening assignments involve assisting management of the occupational mishap investigation program to help broaden program management skills. Reviews, evaluates, and analyzes all mishap investigation reports to ensure comprehensive accident/loss prevention program elements are applied and implemented correctly Air Force wide. Provides expert technical assistance and advice to Safety Investigation Board presidents and investigators to ensure accurate and timely compliance on mishap investigation findings, causes and recommendations. Reviews and analyzes mishap database identifying adverse trends and initiating AF wide strategies or controls for the elimination of the adverse trend. Plans and conducts innovative analysis of mishap experiences and trends and compiles statistical analysis of MAJCOM/DRU/FOA mishap prevention data for evaluations. When needed, participates in safety investigations. Prepares expert assistance to MAJCOM/DRU/FOA commanders to achieve AF mishap prevention goals and objectives. DUTY 4: Performs Career Broadening assignments involving planning and providing oversight and technical expertise for the implementation of comprehensive safety education activities. Develops and audits Occupational Safety educational materials and provides technical guidance for Chief of Safety, Mishap Investigation Non-Aviation, Safety Manager and Risk Management courses emphasizing management's roles, responsibilities and requirements. Develops and provides technical safety training/instruction to supervisors, employees, and/or unit safety representatives on a wide range operations area. Uses a wide variety of formal training materials, such as outlines, handouts, publications, films, exhibits, protective devices, and visual aids to provide and/or reinforce information related to safe work practices, accident prevention techniques, and mishap reporting requirements. Maintains required course documentation/records. DUTY 5: Carries out special projects and assignments designed specifically to meet the broadening intent of the position. Represents the concerns of the Air Force at meetings and conferences; prepares staff studies and various documents to meet special needs; develops and presents oral presentations; leads and/or serves on steering committees. Provides responsive and timely support to customers; actively supports achievement of goals and objectives. Identifies and interprets broad, general guidance to allow for development and dissemination of accurate Safety and Occupational health program information. Provides technical expertise, advising and consulting DoD, Air Staff, senior management, commanders, and functional managers on requirements relating to safety and occupational health program management and implementation. Advises and briefs AF senior leadership on program issues and results and provides logical courses of action. Requirements Conditions of Employment U.S. Citizenship is required. Mobility is a condition of employment. The employee must sign an Air Force wide mobility agreement. If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. Career Broadening positions are managed by AFPC/DPCZ and are centrally funded. Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager. Career Broadening also provides training and developmental opportunities at various organizational levels. These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition May be required to travel by military or commercial aircraft in the performance of TDY approximately 15% of normal duty time. May be required to work other than normal duty hours, which may include evenings, weekends, holidays, or other unique shifts. Disclosure of Political Appointments Must be required to obtain and maintain a Secret security clearance. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule and Administrative and Management Positions. SPECIALIZED EXPERIENCE: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation occupational safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of occupational safety and health risks.
