Job description
Duties Assist in directing, controlling, monitoring & integrating all program acquisition activities involved in the research, development and acquisition of complex systems Evaluates cost, schedule, and performance of contracts As needed, provides input into source selection & contractor monitoring of acquisition phases from development through production and deployment May participate in source selection as required Advises Program Managers of significant actions or problems and seeks resolution Develops recommendations to solve problems; and applies program management principles to guide program accomplishment through the various phases of the acquisition cycle Plans, organizes, and coordinates activities of functional specialists including contracting, financial management, manufacturing, program control, configuration/data management, test, and logistics Prepares and presents staff studies (briefings, presentation, and demonstrations) for the Program Managers and other management officials Assist PMs with developing contract packages (SOO/SOW/PWS), AFRL Form 4, AF Form 813, Lit Search both independently and as part of a team J&A, Sole Source Justification, Market Research, Information for the Contracting Officer, Acquisition Strategy Plan, within-scope determinations, etc Coordinate with a variety of contracting shops on contract award, admin and close-out Lead weekly meetings to communicate division priorities Encourage and facilitate open and continuous communication between Program Managers and contracting shops Requirements Conditions of Employment U.S. Citizenship Required Males must be registered for Selective Service, see Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position. Selectee must complete required certification level 2 in Program Management within 24 months of assignment. Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade DO-01, or equivalent in other pay systems. Examples of specialized experience includes assisting in directing, controlling, monitoring and integrating all program acquisition activities involved in the research, development and acquisition of complex systems; assessing progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures.
