Job description

Duties Provides management advisory services in support of a broad range of local Manpower, Military and Civilian Human Resources (HR) Programs in the area of database analysis. Administration of the Manpower and Personnel Flight Data Systems. Supports the Air Force automation plan and assists in providing work group manager services. Provides customer assistance, training, and documentation support. Performs administrative functions. Qualifications Continued from Requirements DOD 8750.1 1-M certification (A+ technical level 1) is a condition of employment. Incumbents of this position must achieve the appropriate certification within six months of assignment. If not certification is not achieved within timeframe, it can be used a grounds for termination. This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C 1586. Upon the employees' return you are subject to being displaced from this obligated position. Every effort will be made to find an equalivalent position for you at the same grade for which you qualify within the commuting area without loss of seniority, status, or tenure. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes applying a mastery knowledge of the Business intelligence domain to include reporting, online analytical processing, dashboard development, data mining, benchmarking, data visualization, and descriptive analytics; Utilizing Business intelligence products to make decisions or recommendations changing, interpreting, improving or developing important human resources management programs and systems.; Applying a mastery knowledge in the domain of computer programming to include coding, and analytical skills to accomplish and optimize tasks associated with distribution, data manipulation, and automation processes as they apply to human resources management systems; Applying and adhering to wide range of human resources systems/automated data processing techniques, requirements, limitations, data security regulations, PII compliance, procedures, and system software/hardware; Providing positive assistance in solving workforce issues; Providing advice on organizational structure to help plan organizational or procedural changes. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, concepts, techniques, standards, processes, and guides of one or more areas of Human Resources (HR) management; such as, manpower requirements analysis, recruitment, classification, employee relations, labor relations, and military personnel administration. Skill in applying analytical and evaluative techniques to the identification, validation, and resolution of issues or problems of a procedural or factual nature as it pertains to quality control of database information and technical IT system processes. Ability to apply knowledge of the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance; and ability to relate to personnel data systems. Ability to apply performance tuning tools, database management, and project management methods sufficient to ensure personnel system data integrity, identify and resolve information issues, and perform a wide range of technical systems administration functions. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems and provide support that minimizes interruptions in service to customers. Ability to communicate effectively, both orally and in writing. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
