Position Overview Full Spectrum Operations LLC (FSO) is a SDVOSB JV between American Communication Solutions LLC, an SBA VetCert verified SDVOSB, and By Light Professional IT Services LLC (By Light). FSO is looking for personnel to support the Network Enterprise Center Picatinny Arsenal New Jersey (NEC PANJ) with classified and unclassified communication systems support. Personnel will provide Site Management, Infrastructure Operation and Maintenance (O&M) - Unified Communications, Inside Plant (ISP), Customer Service Telephone, and Outside Plant (Cable) (OSP); Information Technology (IT) Systems Support - Network Maintenance, Help Desk Assistance, Voice over Internet Protocol/Voice over Secure Internet Protocol (VoIP/VoSIP), Network Engineering, and Cybersecurity; Telecommunication Support; Radio Systems Operation; Tower and Antenna Support; and Configuration Management. Work is on site and core duty hours are 0700 - 1700, Monday through Friday, excluding Federal holidays. All personnel will work an 8-hour workday. Responsibilities Complete all service orders, change requests, and trouble tickets in the ITSM System ServiceNow and in the Telephone Management System (TMS).
Accurately maintain the Telephone Management System (TMS) database, including the physical location and status of telephone lines for Emergency 911 (E911) response purposes.
Complete service orders (program telephone switch, update assignments, extend service to customer) and trouble tickets (test, troubleshoot and repair) for all approved moves, add, and changes requirements.
Provide voice mailbox service.
Provide voice messaging transmission, reception, and voice message storage 24 hours-per-day except for periodic maintenance downtime, accessible anywhere and anytime.
Provide user security via pin/password management.
Provide call answering with personal greeting.
Provide a call transfer and an escape feature.
Install phones in automatic call distribution (ACD) call group and set up switch programming/features.
Provide local Integrated Voice messaging and call management system touch labor for troubleshooting and repair of mission related tasks.
Coordinate 911/E911 interface with the local Public Safety Answering Point (PSAP) located on Picatinny Arsenal.
Provide 911/E911 and Next Generation 911, Emergency Service Support.
Provide legacy 911/E911 Emergency Service server support to include operating and maintaining data center environment backend computing resource, which consist of TMS or TMS like server.
Correct Automatic Number Identification (ANI)/Automatic Location Identification (ALI) errors in the Emergency Management System (EMS)/Telephone Management System (TMS) database(s).
Support Telecommunications Device for the Deaf (TDD) interface to E911 and Computer Aided Dispatching (CAD).
Provide local 911 and E911 touch labor (troubleshooting, repairing, etc.).
Provide legacy 911/E911 System Support. Maintain and update subscriber data in TMS that support legacy 911/E911.
Provide Mass Warning and Notification (MWNS) Network Alerting System emergency service support. Distribute and maintain a Network Alerting System structure that will support efficient communication directly between end users and the affected population as determined by installation Emergency Operations Center.
Support after duty hour emergency maintenance requirements that include the restoral and/or other actions that cannot wait until normal duty hours. Required Experience/Qualifications Education: An associate's degree in information technology, Cybersecurity, Data Science, Information Systems, or Computer Science, from an ABET accredited or CAE designated institution.
Minimum of five years' experience in Inside Plant / Telephone service.
Foundational Qualification (Experience) - Possess an Intermediate Proficiency level with 70% of the Knowledge, Skills, and Abilities (KSAs) associated with the DoD Cyber Workforce Framework (DCWF) workforce role Work Role ID: 011.
Residential Qualification (Certifications) - Network+, Certified Telecommunications Network Specialist.
Has the ability to interface with management and brief senior leadership on status of program status and risks (both technical and programmatic).
Has an in-depth understanding of Command, Control, Communications, Computers, and Information Management (C4IM) in support of the Department of Defense. Preferred Experience/Qualifications Supported the U.S. Army or other DoD Agency.
Has the communication skills to effectively interface with senior military officials, managers, and subordinates. Special Requirements/Security Clearance Security Clearance: Secret.
