About the role:
The Director of ATS and trade surveillance will work under the general direction of the Chief Compliance Officer and will support FUTC's newly established ATS and trade surveillance for the firm's clients. The position will directly work with Trading, Risk Management, and Surveillance areas to ensure proper controls and reporting are in place and function properly.
What you'll do:
Ensure that key initiatives meet regulatory requirements
Conduct thorough analysis to develop and implement compliance oversight tools
Provide compliance oversight for ATS trading, clearance, and settlement (including but not limited to trade execution)
Emphasis on all technical aspects of ATS trading systems, the ability to use technology to manage and analyse ATS data.
Monitor and proactively research trade surveillance issues with relevant parties, including clients, trading venues, firm staff and regulators.
Proactively assist in creating polices related to higher risk securities, including reviewing and establishing share deposit controls and limits and reviewing and establishing trading limitations.
Assist with all aspects of compliance matters specific to a self-clearing firm.
Requirements
10+ years of relevant experience in compliance, ATS systems, trade surveillance and trade survelliance systems.
Excellent oral and written communication and interpersonal skills.
Ability to interact across all levels of management and work independently with minimal daily supervision.
Be versed in ATS systems, trade surveillance systems and general compliance matters. Must have a thorough understanding of Rule 3a1-1(a)(2), FINRA Rules on Dark Pool requirements, and Reg SHO requirements. Also needs knowledge of 15c3-5 pre-trade risk rules and rules 605 and 606.
Ability to research, interpret and advise the firm regarding compliance with laws, regulations and rules applicable to ATS and clearing firms. Ability to draft firm policies, controls and written supervisory procedures relating to the ATS.
Experience working at a self-clearing firm with exposure to both institutional and retail clients.
Versed in ATS trade surveillance . Knowledge of NTS / NSAC a plus.
Proactive attitude for researching and solving problems.
Must have Series 4, 7 (or SIE and 7TO), 24, and 57. Additional examinations related to Institutional Compliance a plus.
